Overview

The Authority employs a worldwide network of facilities that functions as research and containment installations. Sites, Areas, and OL-Sites are essential elements to the operational security of the Authority.

While an appointed administration oversees many of these facilities, external oversight is conducted by the highest levels of the Presidium. Specifically within Regional Commands, or commonly known as Regional Sites.

Regional Sites are the highest point of local administration, in which it overseas Area, Site, and OL-Site Directors to provide support and oversight. These administrative hubs are a focal point for administrative affairs that carry out the Authority's interest, often the directives of the Directorate.

Western Command

Designation: RS-01

Headquarters: Yorkshire, United Kingdom

Western Command (WESTCOM) is located within the European continent with 40 countries and Kaliningrad's Russian territory under its jurisdiction. Various branches within Europe during the Auctoritas era were dispersed, and a centralized department wasn't established until the foundation of the Authority in March 1834.

Northern Command

Designation: RS-02

Headquarters: Colorado, United States

Northern Command (NORTHCOM) is located within the North American continent, including Central America, under its jurisdiction. During the financial instability of the 1980s, the Directorate reduced the bureaucracy and funds expended from Regional Sites. This resulted in reforms and the Central America Command's dissolution, later being absorbed by Northern Command the following years.

Southern Command

Designation: RS-03

Headquarters: Santiago, Chile

Southern Command (SOUTHCOM) is located within the South American continent with several overseas territories such as the Falklands and French Guiana. The continent previously had a history with the Auctoritas during the Age of Discovery. However, establishing an Auctoritas branch within the region has been at odds with the English, Spanish, and Portuguese.

Eastern Command

Designation: RS-04

Headquarters: St. Petersburg, Russia

Eastern Command (EASTCOM) is located within Eastern Europe, with most operations within the Russian Federation. Following concerning threats by the Soviets, EASTCOM was established to focus on Authority operations within Soviet territory and the satellite states. Regional restructure occurred following Soviet dissolution in 1991, resulting in most countries to be absorbed by WESTCOM.

Africa Command

Designation: RS-05

Headquarters: Johannesburg, South Africa

Africa Command (AFRICOM) is located within the African continent, along with Egypt and Madagascar. During initial planning, several iterations included the division of AFRICOM into four commands. However, this was withdrawn due to logistical limitations and was opted for a centralized authority within the African continent.

Eurasia Command

Designation: RS-06

Headquarters: Kastamonu, Turkey

Eurasia Command (EURASIACOM) is located within Western and Central Asia, spanning from Turkey to India with most Arabic states. Before the 1970s, EURASIACOM was under-budgeted following financial initiatives allocated to other impotent elements that required attention. However, following an increase in local insurgents and Malthusian attacks, its duties focused on anti-anomalous insurgencies by the 2000s.

Asia Command

Designation: RS-07

Headquarters Saitama, Japan

Asia Command (ASIACOM) is located within East Asia, presiding over Thailand, Cambodia, Vietnam, Laos, and Burma. At the directions of the Directorate, Asia Command was established to counter-balance Eurasia Command. Asia Command's headquarters was relocated to Saitama, Japan, following China's aggressive removal of the Authority from the mainland.

Oceanic Command

Designation: RS-08

Headquarters: Sydney, Australia

Oceanic Command (OCEACOM) is located within South East Asia and Oceania. During the 1970s reorganization, South East Asia was placed under the newly formed Asia Command but was restored under OCEACOM control. Furthermore, OCEACOM had temporarily presided over Antarctica until the formation of Antarctica Command in the late 1960s.

Antarctica Command

Designation: RS-09

Headquarters: Orkney Station, Antarctica

Antarctica Command (ANTARCTICOM) is located within the southern hemisphere of the Antarctica continent. In 1955, Orkney Station, also known as Site-091, was established as a logistical operations center for the Antarctic region, though OCEACOM initially conducted oversight of this facility. Antarctica Command was soon established with additional responsibilities for space affairs.

Defunct Regional Commands

Since initial efforts in the 1950s, there have been a handful of Regional Commands that were once established until their dissolution by previous Directorate decisions.

Regional Directors

As the Authority expanded its jurisdiction and security operations, organized leadership became vastly challenging to maintain by the Directorate in the early-mid 1940s. As such, the Global Directorate enacted various internal/structural changes across the Authority, resulting in establishing the offices of the Regional Directors, and its command components.

Appointed by rank, Regional Directors are the highest-ranking officials within their local jurisdiction and are tasked with managing, coordinating, and appointing facility administrations (Site Directors), and resolving any formal disputes between them. Within a given Regional Command, the continent is broken down into smaller segments of land typically based on geographical and political borders, formally known as "districts." In turn, each Regional Director is given authority over the site administrations located with their district.1

Typically given Level 4 Clearance, Personnel with this status report directly to their Global Representative and help to enact/enforce their agenda locally. Where they differ from the operations of the Board, however, is in function: As Regional Directors act with a significant amount of independence from one another and do not converge on a regular basis.2

It is the sole job of Regional Directors to oversee the Authority at a sub-regional level so that Global Representatives may delegate the Authority at a Global Level.

Global Representative Voting Process

Members of the Directorate are mostly elected every four years. Although this process has been amended numerous times over the course of the Authority's history, since 1954, it has remained the job of both Regional Directors to elect their Region's Global Representative through the process of runoff elections. One of the few occasions Regional Directors have to formally convene as a body, each RD is allowed to nominate one candidate from across the Authority (although rare as it is).3

Similar to the process of a Papal Conclave, each Regional Director in a Command, having been presented with the candidate's personnel file in advance, then gathers in a secure, undisclosed location to hold formal discussions (lasting a minimum of 30 minutes to four hours) over who should be appointed to the position. After debate, RDs then hold an immediate runoff vote using ranked voting until a singular candidate has been picked. Despite this, most Global Representatives are typically reelected to avoid further strife between Directors, and usually unless another candidate can persuade their constituents to primary the incumbent.

Once a candidate is elected, the GD-nominee of a Command is expected to write a formal will in the advent of their death and/or untimely replacement. Although unable to vote, each Representative is also allowed to accompanied by two advisors from their administration to help them make a final decision.
