This is honestly really well done, and if I could give more exact ratings this would probably be 3.75 or something around that range. The writing and grammar is great, minus a few spots I noticed, such as a certain title drop and the conclusion of the Project EG5 which was about as non-clinical as you could get away with. I also think it doesn't make sense that the Glyphs are not designated as a part of the anomaly but as a separate concept.
However, the biggest issue though is that the glyphs are just too useful. They're not as omnipotently powerful as some other anomalies that have been written, but the fact that these items weren't utilized for nearly a century for what are honestly very poor reasons really ruins the believability. This is also true for some of the ongoing projects, which handwaves away the practicality and usefulness of some obvious uses of these glyphs with a paragraph that barely explains the reasons why it isn't replacing amnestics as well as being contradicted by the subliminal imaging section!
Not to mention, for an article that is supposed to be giving points to both Protection and Containment, protection is almost never mentioned. It was skipped over in the division specific containment protocols and it is almost never mentioned beyond using glyphs with MST operations. I mean for god's sake the Research GD shows up in the article.
I really respect the work that went into the in-depth descriptions of the Glyphs, how the function and how they can be used, but there's a lot of other factors that really hamper the experience for me.
