I've already vocalized my distaste for this premise as a whole, but that's why you invited me. For posterity:

1. It's a vessel for lazy writing. The point of the SCP/RPC format is to not write like this. If you want a first person narrator, write a tale, or have the guts to work it into your story through an anomalous effect or a format break. This entire document is a glorified permission slip to write in a way that was already possible. And on that note:
2. It's already been done. Memotics are conspicuously absent from this page despite having the most overlap with it of any concept in lore. In fact, they're used to do exactly this: RPC-131's memory logs are literally what you're trying to do. As for a device that does this, there was a tale about that. Also note that both of these did it better than this document that's trying to sell me on the premise, which brings me to my main point:

This document is boring. What does the starting quote add besides looking cool and giving "cred" through sophisticated references? Why care about the biography of the most paint-by-numbers mad scientist? (Double-dipping Nazi experimentation and MKUltra was an interesting decision.) Removing Dr. Wolfgang Metzger or reducing him to a background character would quickly improve this; it wouldn't be good, but at least it would cut the crap.

For a document intended to give future writers a lore foundation, it's shy for details. "Only percepathists or certifiably trained individuals may operate a VidiCap." Why can't I get the document that people who actually know about VidiCaps would get? And when it mentioned that VidiCaps were specialized, I expected a list of different models for different purposes, a la the amnestics guide, but no such luck. The minor "qualia surge" and "headnapping" mentions are little fixes for a document that should've been brimming with flavor.

The text is all obvious or irrelevant; it didn't excite me or give ideas. It's almost like I didn't need that permission slip. Skimming a few articles online about human sensation to see if I could challenge your "six components" assertion genuinely gave me more pleasure and new insight than this document. A clever perspective could've made even this weak premise refreshing and interesting, but this is, at best, a cheap knockoff of what's already been written here.

It's rude to suggest you're "punching above your weight". There is, of course, no prerequisite number of experience points to be a "big guy", which is a notion I hope RPC has permanently dispelled. However, you tend to try these big things that fall flat without a handle on basic intrigue. You can sort of dress it up with high-level finishes, but it quickly becomes apparent that your characterization is shallow and your sensory writing bland. This document doesn't show a stunning new context to look at things, it only makes the alien and intriguing banal.

I get it's going for the Nazi human experimentation thing, but were they just handing out fliers for it? Does this guy have an academic background, which would be pretty important for his vocational biography?

This excerpt is comically irrelevant to the passage except to sound cool.

That's what a surge is, and if you aren't adding further information then it's self-explanatory that a device shouldn't exceed its limit.

Others, such as those used by Protection personnel to log missions in perception-altering conditions are more portable, however may sacrifice vicariousness and sophisticated output.

You can't use "however" here; you mean "but", or "yet" if you want to sound like a butt.

A word seems to be missing to complete the point of this statement; e.g. "a surplus amount"? In fact, how about "an excess"?
