Our Mission
Our mission is to safeguard the United Kingdom against the anomalous, uphold the lawful practice and cultivation of thaumaturgy, and prevent breaches of the veiled order.
We stand as guardians of our realm, preserving its sovereignty against the encroaching darkness, restoring order where it falters, and maintaining the integrity of the veil. Monarch Security operates under authority vested by the Crown and guided by the Royal Congregation.
Our operations focus on the acquisition of artefacts, whether for secure confinement or practical utility, alongside ensuring the welfare and cooperation of paranatural entities; confining or neutralising threats should the need ever arise. We also extend support to the Caliburn Union in her responsibilities in the protection and management of the Otherworlds.

CLASSIFIED

Military Intelligence Section 13 Occult Service
MI-13 is the foremost defender of the British realm and serves as Britain’s international face. In diplomatic sessions, policy negotiations, and multilateral interventions, MI13 speaks on behalf of all Monarch Security, making the department effectively interchangeable with Monarch Security itself in the eyes of the conference of global agencies.
Its operations are divided between four Commissions.
Commission for Common Affairs
The administrative centre of the organisation. It is responsible for human intelligence and liaison with peer organisations, such as the Authority and UNAAC, as well as oversight of research and development programs that support field operations and containment initiatives.
Commission for Thaumaturgy
Enforces thaumaturgic law as defined by the judiciary of the Royal Congregation of Sorcerers. This commission is tasked with the identification, prosecution, and incarceration of illicit black-magic activities. The Commission for Thaumaturgy also handles relations within the Occult Theatre, overseeing settlements of significant supernatural populations or similar unveiled communities.
Commission for Anomalies
The first responder to any emergent occult phenomena or anomalous incidents. Upon discovery, field agents are deployed under the guise of law enforcement for assessment of the phenomenon in question. Agents of this commission are also the first responders to any containment breaches and are all given thaumaturgic training and special talismans for protection.
Commission for Scientific Development
Formed from the remnants of the now-defunct Bureau of Anomalous Research Operations, the Commission for Scientific Development serves as Monarch Security's primary body for the research and advancement of anomalous and thaumaturgic technology in the interest of the Crown. While its internal facilities remain limited, the Commission regularly issues contracts to external institutions, such as the Cornwall Institute and Eccleston University.

The Royal Congregation Veiled Regulation
The Royal Congregation of Sorcerers (RCS) is the principal governing authority on thaumaturgy within the United Kingdom and the Commonwealth. Its offices are composed of noble and distinguished thaumaturgists recognised for their service and scholarship.
The Royal Congregation's mandate is to legislate and enforce standards of thaumaturgic practice, with particular authority over the regulation and prohibition of black magic. Leveraging its influence, the RCS also functions as a significant political power in the veiled world, often overseeing the bureaucratic administration regulation of thaumaturgy. To that effect, the RCS allocates funding to leading academic and research institutions, directing the development of sanctioned thaumaturgic innovation.
New Council of Cavallon
A guild of senior thaumaturgists and court diviners, entrusted with both ceremonial and practical oversight of high-level thaumaturgic operations. Its members are drawn from the most distinguished practitioners within the realm, many of whom are of noble lineages.
Curia Arcanum
The judicial office of the RCS. It is the supreme court of thaumaturgic jurisprudence within the United Kingdom and the Commonwealth. Composed of High Magisters, magistrates, and appointed enforcers of the Commission for Thaumaturgy, the Curia Arcanum not only rules on matters of jurisprudence but also maintains the authority to conduct inquiries, trials, and the drafting of new legislation.
Codicesia
This office is charged with the research, collection, cataloguing, and preservation of culture, art, and history. Its members safeguard records and artefacts to ensure that learning remains accessible for sanctioned study, while restricting material that could be misused. In addition to their custodial duties, they play a key role in developing new thaumaturgic arts, often in collaboration with Eccleston University and other academic partners.

His Majesty's Subjugation Office Anomaly Exchequer
His Majesty's Subjugation Office (HMSO) is the custodian of anomalies acquired by the Monarch Security. Through the Artefacts Treasury, the Subjugation Office manages sustainable containment by employing thaumaturgy to pacify paranatural artefacts and beings.
The Subjugation Office also curates contracts between agents and supernatural beings, holding special authority to capture and train unregistered thaumaturges and anomalies, integrating them as integral assets within Monarch Security.
Ministry of Gates and Stations
Maintains the upkeep of Monarch Security facilities and access to Gates, enabling the secure deposit and/or withdrawal of anomalous beings and artefacts.
Ministry of Acquisition
An administrative office operating in collaboration with the Commission for Anomalies, responsible for the identification, acquisition, registration, and cataloguing of artefacts, anomalous entities, and specialised personnel.
Ministry of Analyses
The scientific division of the HMSO. It is charged with the research, study, and controlled experimentation of artefacts and entities within Monarch Security’s custody. Its work is directed toward advancing scientific understanding while ensuring secure methods of classification, handling, and confinement.

The Black Coats Hexenhammer
The Black Coats are military assets drawn from various disciplines. It is the Monarch Security's sword against supernatural threats that proved beyond the capacity of MI-13 to handle.
British Military
Mobilised under the APC Scheme, the British Armed Forces may lend direct military support to the Monarch Security during times of crisis. Special operations may be executed under the authority of the UK Special Forces Command, including SAS detachments, for rapid and decisive action.
Black Hunters Corp
Successors to the original Black Hunters led by King James VI & I. It is an elite task force specialised in the elimination of supernatural threats such as Bacchanals. Granted full dispensation by the Royal Congregation, the Corp is permitted to employ black magic such as necromancy or demonic contracts and other extraordinary means in pursuit of victory.
- 2nd Company: An elite unit comprised of operatives under the curseship of the entity "Boy" (ref. file CR0100), granting them enhanced physicality and resistance to anathema.
- 4th Company: A unit that utilises the service of thaumaturges who have entered patronage with external powers outside of Monarch Security's charge.
- 5th Company: A unit of thaumaturges with exceptionally high wells of spiritual attunement, and possesses innate powers.
King's Royal Curses
A regiment formed by the Crown's most trusted thaumaturgists. The King's Curses is charged with the protection of the Royal Family and Lord Protector from occult dangers and the enactment of the monarch’s will upon the Occult Theatre. The King's Curses are authorised to conduct pre-emptive and extra-judicial actions under sovereign command.
Royal Faery Regiment
Remnants of the faery volunteers from the Great War. The current Faery Regiment is mostly comprised of Annwfin elves from the Otherworld of Annwn. Embedded within the British Army, the elfish sharpshooters provide an additional source of unveiled military support to the Monarch Security.
His Majesty's Nightmare Fleet
The naval arm of the Black Coats, provides maritime defence, convoy escort, and offshore intervention. Its ships are fitted with thaumaturgic countermeasures and rapid-response teams, allowing the Fleet to contain and neutralise threats at sea and coastlines. The flagship, Dragon of the Fleet, serves as a mobile command centre and forward operating base.
Empyrean Cavalry
The Empyrean Cavalry is the aerial division of the Black Coats, tasked with rapid deployment, air support, and aerial reconnaissance. It provides direct overwatch and coordination for ground operations conducted by other Black Coat companies.

The Round Table High Command
The Round Table is the supreme authority of Monarch Security.

Stations
Monarch Security maintains a widespread network of stations across the United Kingdom and its Otherworld dominions, with key footholds in England, Scotland, Wales, Ireland, and throughout the Commonwealth.
Unlike conventional government offices, these stations have no uniform design. Many are repurposed castles, parish halls, and village strongholds, their true operations hidden underground or folded into adjacent otherworld planes.
In every major city of the United Kingdom, a station operates behind the facade of an ordinary front company, which includes post offices, security firms, insurance bureaus, and even commercial storefronts. Personnel are expected to serve both roles: working shifts in the public-facing cover while simultaneously fulfilling their duties to the Crown’s anomalous defence.
Stations serve as the first line of response to any disturbance breaching the veil of the mundane world. From the smallest village outpost to the great subterranean fortresses beneath London and Edinburgh, they are the silent guardians of the veil.

Gates
Beneath select cities lie the Gates of Albion; vast vaults that seal away entities and artefacts too dangerous for conventional confinement. Their true origins are obscured by time and secrecy, and their internal architecture remains classified at the highest levels of authority.
Each Gate endures through unceasing vigilance. Thaumaturges and clergy maintain their wards, while at its centre lies the Palladion—the beating heart of the Gate. From it issues an inexhaustible font of spiritual force, driving the vast thaumaturgic machinery that sustains the structure. Its power radiates as a ceaseless negation field, ensuring that no thaumaturgic or anomalous influence escapes its bounds.
Oversight of the Gates falls to His Majesty’s Subjugation Office (HMSO), tasked with transporting malignant artefacts and entities into their depths. Access is severely restricted, and is only accessible to senior Black Hunters and Royal Curses, whose sanctioned role includes extracting items of potential utility or, in rare cases, negotiating with the entities imprisoned within.
The Gate itself behaves like a living organism, constantly correcting, adjusting, and adapting to its occupants. Each artefact or entity confined within is afforded a personalised containment chamber shaped by the Gate’s own will: one may be secured within a modest iron box, while another may find itself bound in a vast, featureless plain stretching into eternity.

About the Monarch Security Overhaul
If you're revisiting after 2025, you'll notice a significant transformation in MI13's aesthetics and themes. Echoing the sentiments of the initial creator of this AoI:
The concept idea for Monarch Security was heavily inspired by the old British intelligence system, particularly the Directorate of Military Intelligence, and how the modern iterations of MI5 and MI6 came to be. Which is where the "Military Intelligence" title came originally. Interestingly, the Directorate of Military Intelligence had seventeen MI departments, so from MI-1 to MI-17. Each department apparently having their own responsibilities and assigned theatre of clandestine activity, but some of the departments didn't had any activity prior to the 1990s.
In the Baseline, I'm now ensuring that the capabilities of Monarch Security aren't interfered as much by any legislative body but at the same time have them perceived as operating above the British government, without being too rogue-ish. I created this Writers Guide to have an insight further into the structure, culture, and operations of the agency.

While remnants of the original vision persist in the lore and structure of this agency, a substantial overhaul was made to reshape the old concept. Navigating through the lore changes might seem overwhelming at first, which is why I created this guide to help new readers and writers navigate it all.
The best way to view the modern MI13 is to see it as "the Wizard EoI", in that it's a governmental agency that specialises in the containment and research of anomalies through the use of magic (or thaumaturgy, as it's preferred to be referred to in the wiki). Unlike other AoIs that rely on scientific and technological systems to execute their goals, MI13 relies on traditions, superstitions, and a soft magic system to operate.
The extreme change for AoI came about because I felt it was necessary for AoIs not to simply be a nationalist version of the Authority, but to embrace the wackiness of RPC's setting and go full throttle on absurd ideas that welcome ridiculous concepts while remaining grounded.

Themes of Monarch Security
MI13 has several themes, each with the potential for a wide array of different interpretations or explorations. As it may be complicated, I'll break it down into different sections.
Magic and Magicians
The thaumaturgic arts in MI13 operate on a soft, low-magic system, a type of system governed by the fluid and ambiguous nature of its rules, thriving on a sense of wonder and the unknown. Magic requires one to spiritually transform oneself in order to bend nature to one's will. It should be emphasised that thaumaturgy in MI13 is relatively weak unless you use a powerful tool or make a boon to a powerful entity.
A major theme you'll find in MI13's lore is this vague concept of the "Hanover Curse", a malevolent influence that all Monarch Security agents are burdened with the moment they swear an oath of loyalty to the crown, also known as the "curseship." The curse is a sort of "Sins of the Father" concept taken to an extreme, a consequence of the British Empire's dark colonial past, subjugating other peoples and cultures for their own benefit.
How exactly this curse manifests is meant to be ambiguous, but generally, it corrupts them into malevolent beasts called "Bacchanals" that project their greatest evil, misery, and/or regret.
The Otherworld and Faeries
The Otherworld (Or Elysian Plane) takes the concept of the "fairyland" seen in many Celtic myths and folklore. Of course, reality is often more complicated than fantasy, and despite the difference between elf and human, they're more similar than they let on. Usually, the inhabitants of the Elysian Planes are simply called "Elysians", but in the context of MI13, they specifically use "faeries" as an umbrella term for all sapient Elysians within the Celtic and Germanic Otherworlds.
Elfs are humans that live in the otherworld, while Faeries are an umbrella term that encompasses all sapient life that lives in the otherworld. Around 11% of Monarch Security's staff are comprised of faeries, people with elfish ancestry, and people who frequently interact with the elfs in their homeland.
The leader of the elfs is the Lord Protector, the rightful ruler of Britain, the Caliburn Union, and the defender of the Otherworlds. They are said to be the descendants of the legendary King Arthur Pendragon (whose actual existence is widely debated among scholars and historians).
Writing Monarch Security
MI13 is the story of an ancient organisation trying to remain relevant in the ever-evolving arms race of containment technology between nations. No matter how hard they try to advance, they always fall back because it was tradition and the wisdom of their ancestors that kept them alive. Don't let its modern polish fool you; Monarch Security's inner workings have remained the same for the past century.
More differences can be seen in how MI13 treats its anomalies. Rather than pursuing a purely scientific understanding of their biology or mechanisms, MI13 places greater emphasis on cooperation with entities and the practical application of artefacts. Their focus lies in ensuring these anomalies serve the greater good. Naturally, should any prove uncooperative or pose a threat, the Gates and Black Hunters Corp remain ever ready.
It's also important to note the cultural difference between MI13 and the Authority. While MI13 casually accepts the concept of the soul, the Authority usually rationalises it through psychic phenomena (i.e., psychotronic, cognitive, and ideological hazards) or the thought forms in the individual or collective subconscious, such as the infoplane.

I should also note that Monarch Security doesn’t call itself “MI13” because MI-13 is just a department of Monarch Security, not the entire organisation itself. Other AoIs consider MI13 synonymous with Momarch Security because it’s their most public-facing and diplomatic department. If you want to specifically reference MI-13, the department and not just "MI13" overall, don't forget the hyphen. This is completely optional, but it helps.

Synopsis
Phenomena MI0456 is a species of orchid that only manifests on gravesites. MI0456 variants can seemingly subsist in any environment, being able to grow on stone, asphalt, silt, snow, ice, etc., and do not appear to require nutrients. The variants do not reproduce or grow but simply manifest when a grave is unobserved. They do not produce pollen.
RPC-456 exhibits memetic properties; individuals who perceive RPC-456 will perceive it to be their preferred species of flower.
Graves affected by MI0456 generally are of individuals who had few close loved ones in life; 65.3% of recorded instances have been on the graves of individuals without any close relationships prior to their death.
Should it be that the grave MI0456 grows on is not legibly marked with the individual's name, a wooden gravestone of moderate quality will manifest alongside MI0456, engraved with a message carved in the language of which the buried person was most fluent. It reads:
A good child. Rest well.
If the individual viewing MI0456 does not have a preference for a certain type of flower, MI0456 will appear as white chrysanthemums.
