The file you are about to access describes events, procedures, or items relevant within Site-101. This disclaimer will familiarize you with protocols and traditions unique to the Site.
All personnel directly involved with guarding inmates are given a simplified designation, consisting of their faction and a number.
GXX: ASF guards.
MXX: Protection Division Arrest Units
PXX: Shaved Purities
All inmates are designated according to the type of their psychic abilities and cell location.
Letters describe the abilities, and numbers the location.
P - Psychokinesis: Psychic abilities that output a force or modification on physical reality.
S - Extra Sensory Perception (ESP): Psychic abilities that allow the paranormal intake of information.
E - Empathics: Psychic abilities that modify the emotional response or perception of sapient subjects.
Example: SE-3/115 can perform ESP and Empathics, incarcerated within the 115th cell of the 3rd prison level.
Referring to designated entities with personal names or aliases poses a severe risk of breach and is strictly prohibited.
Colloquially known as the “Song of Grounding” or "Resistance Chanting”
The Duchamp Psalm is a verbal exercise used to hinder psychics. It was composed by the French artist Marcel Duchamp in the aftermath of WW1. To the tune of Au clair de la lune, the psalm features satirical lyrics aiming to ridicule psychics, making heavy use of the pejorative psitain. Despite modern trials failing to verify its efficacy, the Duchamp Psalm remains as a traditional practice in West European anti-psychic spheres.
The Duchamp Psalm is considered vital for morale. Committing the Psalm to memory is heavily encouraged.

Containment Protocols:
Access to RPC-266-QUILL is cleared by Acting Site Director Aliénor Moreau for amendment purposes. At present, RPC-266-LAW’s logical remodeling of Site-101 is beneficial for the imprisonment of psychic threats. There are currently no other facilities capable of the same function. Plans are underway to seize control of RPC-266-LAW from RPC-266-QUILL.
Under the first title of RPC-266-LAW, all Guards assigned to Site-101 are Shaved Purities. These anoetic entities have occasionally proven abstruse to work with. RPC-266 veterans have therefore compiled a list of common obstacles and workarounds.
IF THE PURITY:
- Is stationary for prolonged periods.
- Fails to fulfill schedules.
- Forgets duties.
THEN: Read aloud the first title of the Psychic Incarceration Code. The Purity might need a reminder on its current purpose.
IF YOU:
- Believe the Purity to be exceedingly obtuse.
- Feel anxious or apprehensive in the presence of Purities.
THEN: Communicate clearly without social ambiguity. Attempt empathy. Avoid eye contact.
DO NOT BE ALARMED:
- When you lose track of a Purity behind glass or mirrors.
- When disturbed by the Purity's ocular luminance.
Purities interact with light eccentrically. This is normal and is not a cause for concern.
REMEMBER:
- Purities are not lobotomized.
- Purities are still human beings.
- Purities can feel the entire sensory spectrum, despite not expressing such.
Personnel assigned to Site-101 must be briefed on the contents and manifestations of RPC-266-LAW provisions, as well as their variance. Due to RPC-266-LAW’s effect likely stemming from the usage of Eikon-class VidiCaps, personnel must have taken a course on the technology. A conceptual introduction to VidiCaps, recorded by previous Site Director and Warden Jean-Baptiste de Pontes together with current Acting Director Aliénor Moreau, formatted as a dialogue, is attached below:
The VidiCap is a device of liberation. It bends the bars of mind and frees the imagination imprisoned within.
It expresses qualia, Warden. Don't be so dramatic.

The VidiCap is a beast of three faces. Three classes: The Paideia, the Sophia, and the Eikon.
Three mechanisms of qualia-dependent ontostratic manipulation. Paideia: Direct memetic-like effect; a gestalt transmission of perception between sapient parties. Sophia: Witnessing of facts through the Informational Plane, in opposition to the physical. Eikon: Enforcement of thought-forms onto physical reality. All use qualia, the unit of thought, as the effective component.
Classes obey the standard model of psychic abilities; Empathics, Extra Sensory Perception, and Psychokinesis, as categorized by the Department of Parapsychology.
Of course, dear, but have you considered that personnel of Site-101 will have little experience with metaphysics?
I suppose not.
I use a particular metaphor, motivated by my time taking Criminology on the Isles. It follows the story of an eccentric murder case. This case has no evidence, or witnesses, nor even counsel, but it does have a suspect, a judge, a jury, and an executioner.
The Judge must know the suspect intimately. What the suspect believes, regrets, loves, aspires, so judgment may be just. For this, he may appreciate the Paideia; which flawlessly transmits the suspect’s view of the world, right into the Judge’s mind. The Paideia is a perfect radio that sends not confessions, but dialects qualia.
The Jury must be presented with the facts to reach a fair verdict. The Sophia will take their lust for knowledge and tempt all to satisfy. If they believe that the timeline of events should be listed on the courtroom clock, then so it shall be. The Sophia is a perfect camera that does not create video, but insight.
The Executioner needs only to fell the axe. The Eikon will make sure, no matter the presence of an iron collar, or the dullness of the blade; that a neck will be cut. The Eikon is a perfect projector that shows not film, but sets the scene.
How about that, mademoiselle?

Yes, the unfortunate truth is that the normal man lacks the fuel needed for the VidiCap to reach its true potential. The psitain-
Psychics.
…Psychics can recruit qualia. Thieve it from others and make it their own. We are comparatively alone. The Sophia can barely perform dowsing, and you’re lucky to bend a spoon with Eikon.
The only viable option is the Paideia. Various inventions utilize it for consciousness-to-consciousness and transplanar communication alike.
Right, the Paideia needs not much fuel, hence the name VidiCap. While recruiting qualia is unrealistic, we can refine it. Polish the idea, trim the fat, make the mindspace more vivid than the real; and then even Sophia and Eikon start giving form to thought.
There have been attempts of qualia refinement. Only mildly successful. The amount of conceptual reduction required ultimately betrays the original intent.

Description:
RPC-266 is Site-101 and its accompanying anomalous characteristics, manifesting as a result of the RPC-266-QUILL and RPC-266-LAW interplay.

RPC-266-QUILL is a humanoid anoetic seated at the escritoire in the Warden’s office of Site-101. The bodily apparatus of RPC-266-QUILL is entirely composed of parchment and vellum paper. The white hair, however, is organic, and comprises a full-bottom peruke. The papers are adorned with written text; detailing the personal profiles, investigations, sentences, crimes, and penalties of all the psychics incarcerated at Site-101. RPC-266-QUILL will update this content with general developments accordingly.
Notably, RPC-266-QUILL can not be mirrored in the reflective surfaces covering the Warden’s Office. It does not respond to any attempted interaction, except for acknowledging given documents and cleaning a gold plated engraving on the front of its desk, if it is tainted. The engraving reads:

WILL ADMIRE NO EVIL
When unoccupied, RPC-266-QUILL will write on an empty space on its desk. Despite inking the quill, it will not leave any calligraphy on the wood. Observing the penmanship, however, reveals it to align with simultaneous edits of the Code D'incarcération Psychique.
RPC-266-LAW, officially known as the Psychic Incarceration Code, is a penal code with causal relationships to the functions of Site-101 originally composed under the previous Site Director and Warden Jean-Baptiste De Pontes. The content of RPC-266-LAW is dynamic, and the frequent editing of its articles results in a continuous metamorphosis of Site-101’s logical conditions. However, not every clause is subject to change, as three main titles have never been modified since the original writing of the Psychic Incarceration Code, even before the manifestation of its anomalous properties.
The three main titles of RPC-266-LAW have given rise to various conditions characterizing Site-101. Listed in order of ratification:
TITLE .1
The Officers must be immune to the temptations of psychic interference by means of Shaved Purities, to rid capacity for admiration of evil.

All Correctional Officers employed at Site-101 will adopt the properties of a Shaved Purity.
TITLE .2
The inmates are disbarred from internal social interaction. Looking Glass Isolation limits admiration to the self.

All surfaces within Site-101 have a minimum reflectance of 95%. Inmate cells are completely enclosed in mirrors, which show captromanic illusions generally engineered to elicit ego death.
TITLE .3
The Warden must admire no evil, only reflect the white light of law.

Currently unknown. Suspected relation to the manifestation of RPC-266 and the disappearance of previous Site Director/Warden Jean-Baptiste De Pontes.
The content of RPC-266-LAW is not absolute. Its clauses can be modified by personnel by presenting well-reasoned legal arguments to RPC-266, reminiscent of a civil law system. Additionally, documents can be handed to the entity as evidential support for the main proposition. Using correct legal terminology and etiquette has been proven to increase the success-rate of amending RPC-266-LAW. This applies only to the smaller provisions; the main titles have never been changed.
RPC-266-LAW’s constant metamorphosis mandates personnel to remain vigilant on the spatiotemporal variances of Site-101 owing to changing architectural statutes. Judiciary units are to record and report drastic changes and updated draft proposals for RPC-266. Due to its aesthetic and mechanical characteristics, Site-101 is colloquially referred to as the Looking Glass Labyrinth.
RPC-266-LAW has, according to researchers, abandoned its previous form of physical documentation written by Site Director Jean-Baptiste De Pontes. It can currently only be accessed through the reflective surfaces of Site-101. Planes with a reflectance of 95% or higher will emit modified images containing RPC-266-LAW content displayed over the mirrored subjects. Personnel have reported slight disorientation due to this effect, which has been exacerbated by the large amounts of reflective surfaces in Site-101 established under the second title of the Psychic Incarceration Code.
Discovery:
On the 2nd of February, 1996 Site-101 underwent a jailbreak by inmate PSE-1/012. It was during this incident that the Psychic Incarceration Code manifested its logic-adjusting properties; remodelling the Site and ultimately suppressing the breach.
Attached is footage recorded shortly before PSE-1/012 attempted escape, and remains the most recent documentation of the Warden’s office before RPC-266 manifestation. An incident log of the breach is attached as well.

Aliénor Moreau: …How was the trip?
Jean-Baptiste De Pontes: Insightful.
Aliénor Moreau: And how are you feeling?
Jean-Baptiste De Pontes: Status report, Maître.
Aliénor Moreau: [ Sigh ] The titles work well. But are controversial. The floor takes issue with the forced dialectics with the Purities. They’re unsettling, and being forced to see through their eyes is simply-
Jean-Baptiste De Pontes: The Purities stay. Dialectics is the only way around psychic interference.
Aliénor Moreau: I’ll… relay it. But the second title. Why so many in the break rooms?
Jean-Baptiste De Pontes: The mirrors. They torture the psitain. They keep your eyes from admiring evil. We need more mirrors, not less, until every surface reflects.
Aliénor Moreau: This will only alienate your guards.
Jean-Baptiste De Pontes: They will obey the Code.
[ Moreau shuffles. ]
Aliénor Moreau: I’m worried about you.
[ Silence. De Pontes’ flickers with the briefcase’s latches, troubled by his shaking hands. ]
Aliénor Moreau: I heard you visited Napoleon’s tomb.
Jean-Baptiste De Pontes: Yes. All the great lawmakers.
Aliénor Moreau: What?
Jean-Baptiste De Pontes: Incarcerating the psitain is without pause. [ He opens the briefcase and extracts various mechanical components, which he organizes neatly on the desk. ] It wasn’t a leisurely trip, if that’s what you think.
Aliénor Moreau: Is that a… Sophia? How do you have that? Have you been witnessing?
Jean-Baptiste De Pontes: Drafting. Learning. Taking inspiration.
Aliénor Moreau: I-I’m speechless. Only Paideia is allowed outside designated Sites!
Jean-Baptiste De Pontes: My arguments will be undisputable.
Aliénor Moreau: I can’t believe you! [ She reaches for a lens, which seems to belong to a VidiCap of Sophia class. ]
[ De Pontes squeezes her hand. ]
Aliénor Moreau: This is illegal!
Jean-Baptiste De Pontes: Site one-oh-one obeys its own law.
Aliénor Moreau: And unjust!
Jean-Baptiste De Pontes: Unjust? Let me counter. I read every case, every detail, I get to know my criminal. The book of their lives may very well be written on my skin. [ The vessels of De Pontes’ eyes bulge up. ] You are not as intimate with the psitain.
Aliénor Moreau: Ow! Let go of my hand!
Jean-Baptiste De Pontes: I know them, and I know their crimes. Take PSE one-oh-twelve. The worst of all. Don't I, as Warden, as scholar of his character, as witness to the evidence, reserve the right to exert justice on him as I see fit?!
Aliénor Moreau: Breathe! You’re not yourself.
Jean-Baptiste De Pontes: You have no rebuttal. The Code stands supreme.
[ De Pontes’ grip loosens, freeing Moreau. ]
Aliénor Moreau: What's wrong with you?!
Jean-Baptiste De Pontes: Get out.
[ Moreau stands silently for a moment. ]
Aliénor Moreau: What happened to admire no evil?
[ Moreau turns around to exit the office. De Pontes relaxes his face in a solemn expression before leaving the frame. ]
Incident: PSE-1/012 Escape Attempt
Feb 2nd, 1996

Warden Jean-Baptiste De Pontes returns to Site-101 through the Administrative entrance. He is greeted by Secretary Aliénor Moreau, before they retire to his office.
Guards patrol the PSE holding wing in groups of four as per the Double Buddy System. ASF Officer signifier G31, part of the 3rd Radian group, stops chanting the Duchamp Psalm. He becomes verbally critical of the background psychic interference, with proclamations as: I can’t think - Won’t they give it up? - If anyone deserves the death penalty, it’s the psitain. The other members of the 3rd Radian group urge G31 to continue the psalm. G31 ignores this request, insisting on the irritation of the interference.
G31 clutches his chest, takes shallow and rapid breaths, shakes in tremors, and experiences other symptoms of an anxiety attack. The 3rd Radian calls in a medical emergency, before G31 shouts: I am wretched! I indulge in the cold, despicable shadow of shadows! Sin under the Umbral Bulb! G31 is gagged as part of the Empathic Breach protocol. He is transported to the Monitoring Quarters of the PSE wing, where the Site’s Purities oversee the inmates.
The 3rd Radian consults the dialectic schedule, revealing that G31 has failed to perform the bihourly dialectic. The group recruits a female Purity and prepares a Paideia class VidiCap for emergency dialectics with G31. Upon attaching the VidiCap to the Purity, and removing the gag to apply the dialectic phones to G31, he protests: No dialectics! I’m no damn vegetable! Get her off me! G31 pushes the Purity away. She stumbles back, before returning to inmate monitoring. Secretary Aliénor Moreau enters, asking about the commotion.
As the 3rd Radian holds G31 in front of the Site-101 mirror, still attempting to convince him of dialectics, an alarm blares throughout the PSE wing - triggered by the escape of PSE-1/012. Response teams head to cell 12, but PSE-1/012 can not be found. A series of anxiety attacks afflict the responding guards, save for the few Purities.
Personnel gather within the Monitoring Quarters to perform dialectics with the Purities. However, most of the Purities have exited to suppress the breach. The entrances to the Monitoring Quarters are shut. Personnel look into the mirrors and chant the Duchamp Psalm, except for the remaining Purities. The synchronized Psalm devolves into a panicked din as the enclosure is overtaken by a sudden darkness. A verbal proclamation can be heard:
Watch, Warden. Be eaten by your shadows.
Among the noise can be heard prayers, pleas for forgiveness, and various self-deprecating appeals. Most of the room is hardly visible, save by the illumination of the Purities’ ocular luminance. Personnel can be seen physically assaulting each other, apparently searching for PSE-1/012.
RPC-266-LAW manifests. The mirrors of Site-101 display the first title:

Multiple sources of light begin to radiate inside the enclosure. The gathered guards silence and begin emitting ocular luminance. The rays are at first moving chaotically, before stabilizing and centering on the same location; revealing PSE-1/012.
TITLE .2
The inmates can not be allowed social interaction with each other. Looking Glass isolation limits admiration to the self.
The mirrors of Site-101 duplicate and cover the walls. Pillars, doors, keyboards, monitors and most appliances within Site-101 are transfigured to be composed of more reflective materials such as silver, aluminum, mercury, BoPET, and gold. The darkness covering the room recedes as RPC-266-LAW propagates to every surface. The only individuals visible in the reflections are PSE-1/012 and Aliénor Moreau.
TITLE .3
The Warden must admire no evil, only reflect the white light of law.
PSE-1/012 dives towards the shadow of a nearby pillar, and groans as he hits the ground. He takes a hold of the shadow and attempts to expand it, however only managing a small stretch. The Purities surround him.
Fuck.
PSE-1/012 is beaten, restrained, and carried back to cell 12 of the PSE holding wing.

Chronicle of Site-101 - Dr. Jean-Baptiste De Pontes
HISTORY
The Directorate of Supernatural Defense traces its beginnings to the Catholic magistrates of the 16th century. There was no formal understanding of psychics, and no distinction between them and practitioners of the occult arts. Nostradamus, for example, was not so much as persecuted for his futuretouching almanacs, due to the lack of strict evidence for the explicit, well-defined craft of magic.
The witches of the northern trials, however, were not spared. Many accounts describe eye-witnesses of the impossible, but no clear occult circle or script to back it up. These trials set the foundation for official, organized lawkeeping units of the Church.
The French Revolution temporarily castrated this force, until Napoleon Bonaparte’s supernatural Légion Fantôme, with their unprecedentedly preserved sources. In between the Napoleonic wars, the Legion would nourish their numbers with yet more members of the anomalous. Those who refused their offer - which we today know would fit the profile of the stereotypical egocentric psychic - were arrested, starved, and reconditioned to heed orders.
The Witch No.1 — Joseph E. Baker, 1892, in respect to the “mystical powers” that prohibited incarceration of certain occultists, today known as psychics.
Failure defines this pursuit. Reports describe that certain magicmen grew more able, more intelligent, more magnificent; more powerful specifically after capture. Every escape left a prison camp in cinders, or an oubliette collapsed. These we today know would be psychics under the disguise of thaumaturgy.
The Legion could not understand these uncontainable entities, and its post-Bonaparte successor, the Direction de la Défense Surnaturelle, struggled similarly against the combat psychics employed by the Central Powers and Third Reich across both World Wars. The trauma which the French population suffered at the hands of psychics cemented anti-psychic sentiment, and various groups rose to further persecute psychics.
THE PROBLEM
Most of these groups, save for one exception, have totally failed. This is due to a fundamental misunderstanding. Psychics, as the Directorate of Supernatural Defense now knows, thrive on attention. The more influence a psychic gathers, the more powerful they grow. The substance known as qualia, they steal as their own. Take Nostradamus, The Feuerpest, even Starmother of Baraize: all icons of influence.
We need to understand the allure of evil. The superstitious rants of the witch trials, the public executions under the Reign of Terror, Le génie du mal, all of De Sade’s debauchery; evil is given our entire being, and all the space available in our heads. We give qualia out as candy, and criminals are not satisfied with only what’s free.
Every historical attempt to incarcerate the psychic falls for the same trap. Elongated and theatrical trials, records describing crime in detail, guards whose sole purpose is to know and confront the prisoner; we may as well pull it out of our skulls and donate qualia directly.
MY SOLUTION
After the merging of the Directorate of Supernatural Defense with the Authority, I will with the position of Chief of Psychic Engagement overturn the psychic monopoly on qualia, and fundamentally change the meaning of justice.
The Authority has access to an underutilized tool; the VidiCap. With it, normal men are able to exert the psychic abilities of psychokinesis, extra-sensory perception, and empathics, under the model classes of Eikon, Sophia, and Paideia, respectively. This technology, primarily the Paideia, has already been applied to various inventions allowing consciousness-to-consciousness and even trans-dimensional communication over planes of existence. I suggest we use it to fight fire with fire.
Subscribe not to psychic supremacy. Wonder lies only within the human spirit; psychics are naught but the pitiful result of excessive vanity. With VidiCaps, eyes will be opened to internal potential, and the allure of exclusivity may finally be detached from the psitain.
I have a vision: a failed Directorate Prison, remade into an impenetrable dungeon. It will hold only the most despicable of psitains, only the aggressors for whom the 3IU is too slow and indirect. Here, justice will be truly ideal. Psitains will feed off no good-will, and off no hate - for there will be no judgement, no jury, no executioner, and certainly no admiration of evil.
This lies in your hands, Board of Directors. I am no psitain; my qualia is bound to myself. Only together can this vision be made into a reality.

Editing rights for the rest of the documents is reserved to Acting Site-101 Director Aliénor Moreau. The Acting Director has reserved this space to collect evidence to compose a legal criticism of character to RPC-266, with the aim of seizing control over RPC-266-LAW editing rights. The main concern is the first title, which has rendered the Site’s officers to anoetic entities.
Site-101 personnel may access this compilation of exhibits to familiarize themselves with the relevance and manifestation of RPC-266-LAW’s main titles.
I would like to say to all the friends of Site-101’s officers that I’m currently in the process of collecting materials to hopefully remove RPC-266-LAW. For the time being, they are being cared for in the Purity Housing Quarters outside of work hours. We simply can not survive by letting them go.
I’d like to ask those of you who are close to the victims' families to stay present for them. The Office of Human Resources has prepared various scripts to explain the victims’ absence. You may request these and review the most applicable option. Let’s keep amnestics as a last resort.

Week 4.
The psitain emits a constant stream of whining. Every time I walk through a wing I’m bombarded by incessant attempts to tempt me, especially by empathics. Simply the nature of the psitain, I suppose. I will call this phenomenon: psychic interference.
It has already caused numerous incidents. It was never going to be easy. I need to minimize them before the shift of the quarter.
INCIDENT LOG: PSE-1/012 MISDEMEANOR #7
[ ASF Officer G159 is delivering a meal to cell 12 in the PSE holding wing. He spits on the bread before sliding the tray in the delivery hatch. ]
G159: Enjoy.
[ G159 turns to exit. He looks back at the cell, noticing PSE-1/012’s malnourished arms resting between the detention grilles. The tray remains untouched inside the locker. ]
G159: You’re only human.
[ PSE-1/012 begins tapping a 2-note rhythm on the iron. The grillwork marks an optic edge; anything beyond it being completely dark. The penumbra, running over PSE-1/012’s arms, is impossibly sharp in contrast to the brightly lit environment. ]
G159: Pull back your arms.
[ PSE-1/012 continues tapping the metal. He mumbles in a low tone - which soon grows into an ingressive chanting of the Duchamp Psalm. ]
[ G159 stands still for a moment. ]
G159: You think you’re clever, don’t you?

Project Aim:
Synthesis of artificial psychism in a theoretical anoetic termed Shaved Purity.
ABSTRACT
Historical attempts to create artificial psychics have made use of mundane, ill-prepared individuals; often leading to mentally disturbed and unreliable results. The Memory Wax project will use a dual phase novel method. Participants will first undergo a standard procedure to eliminate prior life experiences, dubbed qualia extermination, producing an anoetic entity termed the Shaved Purity. The second phase will synthesize psychism in the prepared participant using the Hemi-Sync technique.
HYPOTHESIS
Simple amnestics can not be used to induce qualia extermination before tolerance is reached. There will be memories, dubbed axioms, that can not be removed. It has been shown that a subject amnesticized down to the axioms is prone to create bizarre, absurd memories to substitute missing associations.
It is hypothesized that by using the perception modulating properties of videric substances, new networks can be created to associate with the axiomal engrams. These new memories can again be targeted with amnestics, gradually removing the axioms with each repetition. By reaching the status of a Shaved Purity, it is predicted that the subject can redevelop qualia at a healthy, psychic-aligned pace; guaranteeing qualia refinement.

METHODS

A Labyrinth of Looking Glass
Seven minutes pass. He sits with his eyes closed. A sign of rebellion. Whose genius idea is this? he says. He can not be speaking to me. He can not see me. There is the risk of my ocular luminance penetrating the glass, but that can not be confirmed. It’s that Warden, isn’t it? Hides his shadow between mirrors and retarded guards?

Preamble: For the amendment of RPC-266-LAW’s primary three titles, Moreau presented a collection of exhibits intended to discredit the character of Jean-Baptiste De Pontes, and therefore the integrity and legitimacy of RPC-266-QUILL and its legislation, by pointing out certain internal ideological contradictions.
Outcome: An added line to the third title reading as:

Following this amendment, RPC-266-QUILL tore out one of the pages making its body and handed it to Moreau.
