Containment Protocols: Until RPC-429 can be reliably contained and/or neutralized, the region which the anomaly is known to influence has been blocked from public access. In order to quell suspicion from the public due to the cordoning off of this specific zone, the territories of the Winegar Hole and Jebediah Smith Wilderness have been expanded to include RPC-429's radius. Essentially, the land on which RPC-429 occurs is now a protected area. This has been done under the guise of further conservation of North American wildlife.
Hiking trails previously passing through RPC-429's radius have been removed and rerouted within the borders of Grand Teton National Park. Authority Security Force personnel posing as park rangers are to surround RPC-429's area of effect, and prevent any unauthorized individuals from entering. Individuals who repeatedly attempt to enter are to be detained for questioning, and administered Class A-2 Amnestics once finished. ASF personnel are permitted to use force if encountering aggressive trespassers. All persons who enter the region during RPC-429's hours of activation are considered lost. Those who are unable to exit before perishing are to be recovered in daylight. Expeditions into the anomaly's area of effect are only to be conducted between 0000 and 1630 hours.
A series of concealed, water-proof microphones have been placed along the outskirts of RPC-429's radius. These devices send 24-hour recordings of the area to Site-0871, where the RPC-429 Research Team shall archive each in the Site-087 Deepwell. Any irregularities witnessed in recordings of RPC-429's behavior are to be reported immediately. Questions regarding the anomaly are to be directed to Research Lead Meredith Linnell.

Description: RPC-429 is the designation for an acoustic phenomenon occurring within Grand Teton National Park, Wyoming, USA. The anomaly has only been documented in north-western areas of the park2, occurring year-round and exclusively appearing during the evening.
RPC-429 manifests as a soft, prolonged whistling noise. The sound is similar to that created by an individual without the use of an artificial whistle. Occurrences of RPC-429 display the same sequence and duration of tones; a starting pitch of D5 which lowers to a pitch of C43, each lasting for three seconds. Intervals between manifestations of RPC-429 do not appear to show a pattern, and have been recorded to last between two seconds to four and a half minutes. RPC-429 does not seem to be a grouped phenomenon, as singular manifestations of the sound are documented to span across its entire area of influence.
As of yet, it is deemed impossible for one to block out the sound of RPC-429. The usage of ear protection shows no effect. While other background noise may be quietened, the anomaly remains at the same perceived volume by the listener. Attempts to drown out RPC-429 with noise are similarly futile as individuals claim to still distinctly hear the whistling, anomalously pronounced. Additionally, an experiment involving a CSD-class employee with severe hearing loss revealed that they could hear RPC-429 with remarkable clarity. Audio recordings of RPC-429 do not carry these anomalous properties, nor the following ones described.
Individuals exposed to the sound of RPC-429 become subject to its hazardous effects, and are henceforth referred to as victims. Two to three hours after sundown, at any point victims can abruptly expire. Before their death, all victims seem to have had a universal hallucinogenic experience. Victims have described the environment to suddenly begin to darken, until a pitch-black "mist" or "fog" envelops their surroundings; they are eventually unable to observe anything beyond a half-meter radius encircling their person. Once victims have reached this point, they perceive the whistling to steadily become simultaneously louder and more frequent4. Moments after the sound reaches its perceived zenith of volume and rate of occurrence, victims have perished; cause of death marked as cardiac arrest.
No physical source for RPC-429 has been discovered, and usage of amnestics has proven futile in reversing its anomalous effects. An attempt to follow the sound of RPC-429 resulted in no findings, and further attempts have not been considered due to certain additional loss of life. Investigation, though difficult, is ongoing.
| Addendum I: Discovery |
RPC-429 was first brought to the attention of the Authority on the 16th of August, 2018, with the advent of a missing persons case in Grand Teton National Park. Neela Chaudhari, a journalist from Chicago, Illinois, on vacation in the area had not returned from a hike, and it was assumed she had gotten lost. A search conducted the next morning resulted in the discovery of her deceased body lying face-down in the grass, and her mobile phone 200 meters from the body's location. Aside from a few minor scratches, no wounds were found on the body. Post-mortem examination revealed no accounted cause of death other than cardiac arrest. This was unusual due to the fact Mrs. Chaudhari lacked any known history of heart problems, drug use, or any other elements that could have factored into her death.

Recovery of media on Mrs. Chaudhari's phone brought to light a fourteen-second-long video, the most recent added to her camera roll at 2051 hours. Taken in a portrait orientation, the video depicted the edge of the forest moving left and right in the frame as the camera operator turned the phone. Accompanying the audio of crickets and Mrs. Chaudhari's labored breathing was the clear sound of RPC-429 emanating from the thicket.
The recording was posted on the national park's official Facebook page along with a recount of the events in order to shed light on the situation and park safety, as well as possibly gain assistance from the public in figuring out Mrs. Chaudhari's cause of death. The Authority became aware of this situation, and the Facebook post was taken down before too much attention could be brought to it. A cover story was created and posted on the page.
Before long, Containment Protocols were put in place. No notable events regarding RPC-429 occurred for almost two years until the 7th of May, 2020. At this point in time, Authority webcrawler Ψ-4679 brought attention to a post on 4chan's /x/ imageboard5. In a thread focusing on the topic of unnerving videos, one user made a post describing one they had remembered seeing, but were not able to find again. Their given account bore a striking resemblance to that of the video recorded by Neela Chaudhari. Two other users chimed in with responses to this post, claiming they also faintly remembered a similar video. Members of Mobile Strike Team Oscar-5 ("Web Nerds")6 were promptly appointed to derail the thread with politically-charged and neurotic posts, successfully shutting down further discussion of the video.
| Addendum II: Flatwoods |
On April 15th, 2023, the Authority came to be aware of a forum thread created on the website Flatwoods.
Flatwoods (www.flatwoods.net) is a long-running internet forum founded by Jay Wheeler and Oscar Agani, two close friends and self-proclaimed cryptozoologists from Portland, Oregon7, in July of 2007. The website is dedicated to the discussion of Cryptozoology, urban legends, and apparent paranormal experiences across the North American continent.
Like many cryptozoologist communities, Flatwoods was not shut down due to its low threat. Most persons outside its community and those similar had little to no interest in it, and dismissed or ridiculed its members as idiotic conspiracy theorists. This made it simple for the Authority to cover up information leaks, which, already uncommon, became less and less frequent as the years progressed and Flatwoods became less prevalent, save for ~20 still-active members. As of writing, Flatwoods has fallen into obscurity outside of its minuscule but dedicated userbase. In its prime, Authority webcrawler Λ-3228 was assigned to this website; it has since been deactivated in order to save space on Authority servers.
The forum thread was discovered after an online search conducted by MST Oscar-5, in the wake of an incident in Grand Teton National Park on April 9th. During an ASF shift change at 2030 hours, an unidentified individual rushed out from a patch of underbrush and into RPC-429's area of effect. One operative attempted to stop the person by shooting them in the leg, but missed in the precipitousness. The ASF officer noted their heavily-clothed appearance, which was consistent with that of previous individuals attempting to sneak into the park while concealing their identities. Furthermore, the flash of a phone screen in the person's hand was reported, prompting the aforementioned search.
The discovered Flatwoods forum thread contained discussion on what was unquestionably RPC-429; user "ORCapita" is assumed to be the April 9th trespasser. What follows is an abridged archive of the thread. Note that a few words are spelled incorrectly throughout.

ok so you can probably get a good understanding of the grand teton whistling just from its name but in a nutshell there was apparently a video somewhere online of a person recording a weird whistling noise while in grand teton national park
all i know is that the video was at night and its been completely scrubbed from the internet and the few people ive seen who seem to know about it have no idea where to find it

My reasoning is similar to what Elvis Costelvis said. I've tried checking out and making accounts on other paranormal forums, but none of them have really matched the same vibe this place gives off. The users here just feel more… genuine, if that makes sense. Most other websites are saturated with fucking obnoxious Nexpo and Wendigoon fans that drone on and on about "da skinwalkers" and put an awful taste in my mouth.

I've only been to Grand Teton once, for a day trip with my dad about 7 years ago. We went hiking in the afternoon. I have an almost picture-perfect memory of that hike, down to the patch of moss that my dad thought looked like Benjamin Franklin and the line of ants I accidentally stepped on. The clouds there that day were beautiful.

we set up our tent in a vacant lot on the outskirts of town that hadnt had anything in it for years

my older brother was really into film and television
a trait he probably got from our dad who used to be a set designer but unlike the old man he was more engaged with sound design and foley
there was a bunch of ways he could make sounds that he loved showing me and it was clear how much of a passion he had for it all
he got me to show up in a couple of his student films which he put on his resume in hopes of finding work in a studio

he said they were wearing earmuffs that didnt look like earmuffs whatever that meant

An attempt to recover the files from ORCapita's MEGA folder resulted in failure. The folder had been taken down along with its contained files due to a claim from an anonymous copyright holder.
The individuals present in the thread abruptly became inactive after the events, as well as on all other accounts on separate websites. Searches for keywords relating to RPC-429 yielded no significant results.
On April 10th, the whistling in RPC-429's area of effect came to a stop. A subterranean shelter in the area was discovered during an exploration not long after, the hatch dirtied and surrounded by uneven, scattered soil and grass. The space was revealed to be completely barren.
