Containment Protocols

Updated: Due to RPC-467’s severe impact on global ecosystems and the survival of multiple endangered species, the Board has issued a unanimous OUTSTANDING NEUTRALIZATION ORDER by the regional representative of the Board. MST X-Ray 4 "Wild Ones"¹ has been tasked with the investigation and elimination of RPC-467.

Description

An African male in his early 40s of Zulu ancestry, identified as former South African merchant Pieter Khumalo. RPC-467 is an elusive individual whose full anomalous capabilities remain unknown. The subject demonstrates complete resistance to physical injury and is capable of traversing vast distances within extremely short periods by unknown means.

RPC-467 first gained prominence in 2007 as a major figure in the early escalation of the African rhino poaching crisis. In April 2008, volunteer anti-poaching rangers encountered Khumalo and attempted to apprehend him; however, neither blunt force trauma nor sustained gunfire produced any observable injury. Following this incident, Khumalo escaped and has continued his activities without interruption.

RPC-467 exclusively targets endangered species, including anomalous fauna, as long as it is non-sapient. He has operated across multiple continents, systematically hunting protected animals whose remains are later distributed through international black markets. His efficiency is such that, on several occasions, hundreds of protected animals have disappeared within a single day, temporarily saturating illicit wildlife supply networks beyond existing demand.

The true extent of RPC-467's anomalous properties, and whether or not he could teleport or sense the presence of endangered animals, is unknown. Many properties have been posited by Authority personnel, but without further proof, RPC-467's only property appears to be his invincibility.

Addendum 467.1 Neutralization Order

Since the beginning of his activities in 2007, there is no confirmed record of RPC-467 intentionally harming humans, either directly or indirectly. Despite this apparent limitation, RPC-467 constitutes a severe global ecological threat and is regarded as a hostile environmental actor by numerous governments and conservation authorities worldwide.

RPC-467 appears to derive satisfaction from the widespread attention and hostility directed toward him. On multiple occasions, he has taunted authorities by arranging the remains of hunted animals into messages directed at these organizations. These actions are frequently excessive and materially wasteful, suggesting no intent beyond provocation.

There are poachers, and then there is Pieter Khumalo. While poachers can be tracked and captured, the latter cannot. He stands among his profession as a force of nature with catastrophic ecological consequences. Some have gone as far as to call him a “god of poaching.”

Once a relatively unremarkable figure, as far as such men can be. That changed when he reportedly developed an ability rarely observed even among the anomalous: total invincibility, or something close to it. Since then, his activities have escalated beyond poaching into something far more systematic.

Why he does this remains unclear. He has no manifesto, no ideology, nor coherent justification for his actions, as his actions speak for themselves. It was passion, they say, an obsession with the idea of bringing endangered animals to extinction.

He did not stop at rhinos, tigers, or sharks. In Indonesia, one report claims he managed to land an entire whale shark with nothing more than a simple fishing rod. Elsewhere, he has turned his attention to insects, attempting to hunt entire species within the Amazon rainforest.

And yet, in spite of the devastation he leaves behind, Khumalo has become something of a folk figure. Across parts of South Africa, Zimbabwe, India, and Indonesia, his name circulates in both veiled and non-veiled communities. In some places, he is feared. In others, he is admired as a monster hunter. A hunter without equal. A man who cannot be stopped.

RPC-467 maintains loose affiliations with black-market distribution networks known to service wealthy clientele, including entities such as the Church of Malthus, Kabushiki Kawaii, and the Union. Although RPC-467 is aware that his transactions benefit these organizations, he has yet to state his relationship with these clients.

Under RPC-467’s Neutralization Order, all supporting agencies are strictly prohibited from purchasing any goods originating from RPC-467’s hunts. Any animal parts confirmed to have originated from RPC-467 are to be immediately confiscated and either destroyed or transferred to the government of the species’ country of origin.
