Containment Protocols:
RPC-468 material covering OL-Site 381 is to be left in place. All other instances of RPC-468 material are to be contained on-site at OL-Site-381 in Secure Locker 468. Access to RPC-468 for testing or any other purpose must receive prior written approval from the site director and project lead in writing and requires clearance level 2-468. Instances of RPC-468 are to be handled with care. Direct contact whilst in its charged state is to be strictly avoided as is long-term proximity.
Description:
RPC-468 refers to a metamaterial which coats the exterior of OL-Site-381. Its chief effect is to render everything it covers completely invisible to the human eye and undetectable to instruments; the material itself only becomes visible under high levels of magnification.
Recovered materials indicate that RPC-468 is constructed via femtotechnology, i.e. matter manipulation on the femtometer scale. Ordinary matter has a large amount of empty space in between the nucleus and the orbiting electrons. In instances of RPC-468, this empty space is somehow compressed so that it resembles degenerate matter.
Testing has since demonstrated a secondary capability. When supplied with an electric charge of ███, the surface of the material becomes extremely resistant to the kinetic energy of projectiles and other incoming objects.
Whilst the exact threshold is currently unclear at this time, testing has shown that whilst slow-moving objects can still impact the material, objects moving at high speed are repelled whilst leaving the material itself undamaged. Projectiles that come into contact with RPC-468 in this manner are annihilated. The upper limit of this secondary ability has yet to be determined but is known to be somewhere below 3% light speed.
It is presently unknown why this secondary ability requires an electric charge to manifest or why these side effects occur. According to theoretical physics, such material should naturally possess incredibly high tensile strength. Moreover, it should also possess incredible levels of heat resistance, yet experimentation has shown instances of RPC-468 possess the same melting point as ordinary steel alloy.

The following information is classified at level 3-468:
Following these battery of tests to determine its durability, it was decided to involve live subjects to test RPC-468's effectiveness as a means of body armour.
Test No.: 434
Description: Two (2) plates of RPC-468 is affixed to either side of a live specimen of Bos taurus, and an electrical charge is applied to the plates.
Result: Upon applying an electrical charge to the RPC-468 plates, subject immediately fused with the instances resulting in instantaneous death. Instances are thus presumed unsuitable for direct contact with living matter.
Test No. 486
Description: A small structure is constructed out of RPC-468 instances around a live specimen of Bos taurus, and electrical charge is then applied to the structure. After several seconds, the supply of electricity is halted.
Result: The Bos taurus specimen is found apparently unharmed.
Test No. 521
Description: Two plates of aluminium are affixed to a live specimen of Bos taurus, with instances of RPC-468 placed over the aluminium. Electric charge was then to be applied to see if separating the instances of RPC-XXX in such a manner was enough to counteract the previously observed negative side effects.
Result: Before the test can be initiated, the Bos taurus specimen broke free of its handlers and restraints and proceeded to charge at and ram other personnel in the testing chamber. Specimen was euthanised shortly afterwards.
Experimentation with RPC-468 involving live subjects has been discontinued following test no. 521 after the test specimen began displaying abnormal behaviours believed caused by memetic influence originating from RPC-468.
Materials recovered from GEAR rival, NuCorp, in our baseline reality revealed that they were working on similar technology, constructed using similar methods. One key piece of information absent from the recovered GEAR documentation, however, reveals that the original material sourced for this purpose was obtained from an alternate dimension.
In its original state, this material apparently possessed anomalous properties not too dissimilar from the side effects of RPC-468. Said material was almost perfectly reflective but failed to reflect living beings. Moreover, living tissue that made contact with this material would be slowly absorbed. Experimentation on this material utilizing femtotechnology yielded RPC-468.
Discovery:
RPC-468 was discovered along with RPC-381 on ██/██/████ in Loving County, TX, USA. Investigations that ultimately led to the discovery of RPC-381 naturally led to the discovery of OL-Site-381, the exterior of which being coated in RPC-468. The precise nature of RPC-468 was not immediately apparent but was deduced shortly after discovery of OL-Site-381 itself.
Whilst the region where OL-Site-381 was discovered has a particularly low population density, some form of additional explanation as to how the site had avoided detection for so long was nevertheless needed as interior exploration revealed OL-Site-381 to be somewhere in the region of 4.16 sq km.
Study of removed samples have indicated that copyright information and a company logo are engraved on each individual panel of material. This was determined after those handling the material, who universally reported the material as being smooth to the touch, reported a series of indentations in one of the corners.

Efforts to reverse-engineer this material are ongoing. Use of this material for defensive and stealth purposes are also being researched at this time.

Research into the owners and/or operators of these facilities and their connection with GEAR is ongoing, although preliminary evidence implies an origin from outside baseline reality due to altered Anderson Coherency Scale readings. In addition to this, various documents collected from the above listed locations contained references to numerous unknown events, persons, and organisations believed to exist in dimensions outside our own.
Other abnormalities discovered included: human remains found fused into the walls, human remains found with their orifices sewn shut and their eyes removed, and symbols in an unknown language apparently written in human blood. This confirms what has been deduced through testing; that RPC-468 produces unstable effects on living subjects.
