Containment Protocols: All Authority Web Crawlers dedicated to detecting RPC-470 are to do tri-daily sweeps of all social media and other communication platforms on the internet to scan for RPC-470-positive content. Any content that is given a rating of 20% or higher as being RPC-470-positive is to be purged and if the site is not a central social media platform (Twitter, Facebook, etc.), the website is to be taken down for at least 10 minutes to scan for any other potential RPC-470 vectors.

An active misinformation campaign against the existence of RPC-470, in which it is framed as a conspiracy theory based on a canceled alternate reality game, is to be maintained throughout the internet as a secondary safeguard against the anomaly.

Civilian pilgrimages to the Antarctic continent are to be disrupted without direct interference if possible. Possible redirection and subtle suggestion/redirection to official Antarctic touring groups is encouraged.

Description: RPC-470 refers to a tandem of behavioral phenomena relating to the Antarctic Continent. These specific behaviors can be roughly divided into two distinct sets:

  1. The development of a conscious desire to travel to the Antarctic Continent or any specific area or geographical feature of it, which exhibits certain compulsive characteristics.
  2. The development of social groups of people that share the previous desire and cooperate to that end, justifying it with various reasons that are often created after the establishment of the group.

RPC-470 possesses poorly understood memetic qualities that allow it to spread among persons that are aware of its existence,1 although the effective infectiousness of the anomaly is inconsistent; it is not known what determines a successful infection.

Despite its compulsive properties, RPC-470 does not guarantee that an individual will travel to the Antarctic or develop an obsession with such a prospect. Awareness of RPC-470's status as anomalous or self-doubt regarding the possibility of travel to the Antarctic is often sufficient to dispel its effects, although relapse is relatively common temporarily.

RPC-470's potency increases with the size of groups of infected that actively display its effects. At sizes greater than 20 individuals, non-invasive methods are incapable of combatting the infection; attempts to induce doubt or prevent such groups from operating together will result in members reaffirming each other of their desire and reconstituting with whichever means are available to cooperate (I.e. message services).

RPC-470 is especially prevalent across social media, having found much greater success than other means. It is believed that this is an indirect result of the non-committal nature of online communities and the spread of information therein.

A common reoccurrence in RPC-470 media is a figure known as "The Companion". Whether drawn or in ASCII Art form2, the design is consistent: a front-facing depiction of an angel with pointed feet.

The reason for the Companion's prevalence in RPC-470-related media is entirely unknown, but it has increased the efficiency of locating infected groups. It is hypothesized that the symbol may serve as a psychological conduit for the concepts and desires expressed due to RPC-470, directly increasing the likelihood of successful infection. It is also unknown whether the Companion is a development exclusive to social media or whether the symbol is present in older infected material in a different form.

History: Prior to the popularity of the internet, there were sparse mentions of RPC-470 throughout the Authority archives. One of the earliest possible references to RPC-470 was an encounter with GoI-7760 (The Stars of ██████)3 in 1966. The group sent out an abundance of letters to people in the town of, ████ ████, South Carolina and several other nearby towns. The letter's contents discussed a crowdfunded exploration to Antarctica to acquire "new wisdom."

Local police investigated the origin of the letters, believing them to be related to a potential fraud case. However, upon arrival to the letters’ original address — the ██████ Ranch, being used by GoI-7760 as a headquarters — they discovered several cognitohazardous pictograms displaying winged humanoids, which would cause the viewing viewer to vomit blood and ████████████ █████.

Eyewitness accounts from several surviving officers make a note of a bulletin board linking photographs of several world events, including the Valdivia Earthquake, to an unknown major Antarctic occurrence that took place in 1960. None of the people present could decipher what was being displayed, and when the Authority sent personnel to investigate, the bulletin board was burned, along with several documents that were possibly related to the phenomena GoI-7760 was centered around.

The first confirmed sighting of RPC-470 on the internet occurred on 07/07/1989 in the "Tartarus: Satan, Heavy Metal, and more!" Usenet Newsgroup. It was a post by the user "H3l1b0und" in reply to the post "Angels, your thoughts?" by "WrongDong88"

User "MorgueSlave" (real name Ivan Bolz) was found to have lived in ██████████, Germany; however he was reported missing one day after posting his reply to "H3l1b0und". He was never found and is assumed to have expired shortly afterward.


Addendum 01-470
Unusual Activity

Throughout Authority involvement in RPC-470, circumstances regarding containment have seen a large degree of variance, ranging from third-party interest to abnormal strains and groups fostering RPC-470 spread. Significant examples have been collected here.

a. Hoax-Mail Outbreak (1989-1993)

The popularization of email services and mailing lists brought what is believed to be the first modern outbreak of RPC-470, resulting in around 21 groups of infected individuals across the European continent. Authority knowledge of RPC-470 across social media began only in the latter half of the 1990s, with indirect intervention succeeding in dismantling the majority of these groups.

Later investigation of the initial outbreak revealed its root to be a streak of spam emails prominently featuring forged news articles relaying discoveries within the Antarctic continent. Around 60% of these have been successfully traced to a singular individual who lived on Prague's4 outskirts. Known as Ms. Lana Edlow by her neighbors, she would disappear in unknown circumstances before the Authority took notice of her involvement with RPC-470.

Interviews of neighbors uniformly give the impression that Ms. Edlow was retrieved from the Václav Havel Airport through luxury transportation in mid-1993, potentially after being hired. She would repeatedly talk about finding a "real job" in the months prior to her disappearance, referring to a research institution of unknown name.

The motives behind her hiring are subject to speculation, given that she possessed no known higher education or noteworthy professional skills, save for relative knowledge regarding computing and internet services.

b. Forum User Excerpts (1994-2003)

After the spread of RPC-470 via email, various internet communities would engage in discussion regarding the anomaly across various forums and chat rooms. These groups developed numerous disparate hypotheses about the phenomenon, characterizing it as a viral marketing campaign, the work of a modern cult, or simply the written delusions of a mentally ill individual.

For containment, the Authority encouraged the development of these hypotheses to prevent the pursuit of more accurate descriptions of the phenomenon, and dissuade internet users from engaging with the anomaly and thus falling victim to its effects. These attempts failed: due to what is now understood as form of the Streisand effect, the phenomenon would only increase in popularity toward the end of the century.

Lacking modern equipment and techniques for effective containment (such as webcrawler services and automatic filtering), hubs of activity relating to the phenomenon would be engaged via Distributed-Denial-of-Service (DDOS) attacks. Despite initially counterproductive effects, poor cybersecurity typical of the time would ensure many targeted sites would become permanently offline. Relevant discussions and pages found to be informative or exemplary of activity at the time were archived, some of which are attached below.



c. Decrease in Activity and Revival

As methods of containing digital anomalies became more efficient and effective, RPC-470's presence shrank significantly throughout the 2000s. Information concerning the anomaly was scrubbed from public archives and blacklisted from popular search engines, forcing discussions on obscure peer-to-peer and other means of anonymous communication such as I2P. Because of the difficulty in gaining access to such networks, as well as the abundance of similarly disparate and fringe conspiracy theories discussed within, their spread was effectively stifled.

After two decades of minimal online presence, RPC-470 was considered for downgrading from Omega to Gamma classification. Circumstances would change in late 2020, when the "Electronomicon" torrenting scene7 began sharing .txt files (commonly distributed as DaTruth.txt) containing information identified as a positive vector for RPC-470.

Despite the relative abundance of RPC-470-positive .txt files, the successful spread was limited. This is most likely due to users' avoiding potentially malicious files or consciously ignoring their content. Some instances of DaTruth.txt linked to a website by the name "THE REAL."

Investigations into the website quickly led to discovering an IRC channel (#THE-REAL-1 in irc.█████.net) hosted by its owner(s). Authority operatives were able to embed themselves into the community and gradually collect information regarding RPC-470 over two months.

However, an incident on 01/03/2021 resulted in Authority agents being discovered. Initially thought to be a failure of operations security, it was later discovered that no sensitive information was ever shared by agents that could reasonably tip off members of THE REAL, nor were there any signs of awareness of the Authority's existence.8 This led to suspicions that the community, or at least its owners, were tipped off by a third party: this hypothesis has since been dismissed and associated investigations closed.9

Below are several chat logs collected over 2 months from various members of THE REAL. Authority agents went by the screenname of Margasuck.





d. Subsequent Investigations into Athena Bogard (2003-2021)

The most significant discovery following this investigation was the existence of a Facebook account named "Athena Bogard" (formerly Athena Bockwinkle), which was found to be closely linked to RPC-470.

Initially thought to be a bot account similar to those observed during the 1989 internet outbreak of RPC-470, it was soon revealed to be a legitimate user and and in possession of a significant amount of vital information. Web Crawlers were found to be unable to identify Bogard's page as a positive RPC-470, despite hourly scans of Facebook that had included her account and evident relation with the phenomenon that could be discovered upon a cursory glance.

Numerous service-side irregularities were also found on her page. These include posts indicating that they had been uploaded "nanoseconds" ago despite obvious discrepancies, or the Like count of other posts failing to return any users, instead displaying the string "You".

Bogard's account was initially unrelated to the phenomenon, having an unremarkable posting history prior to 08/15/2019.13 Past this date, the rate of RPC-470 vectors to normal posts has remained at a consistent 85%.

Bogard was successfully tracked and investigated using her posting history; she was found to be a 65-year-old woman born in Prague, Czechia,14 currently living in the Belgian city of Brussels. She lived with her husband, Hubert Bogard, until his murder in a carjacking in 2015.

Hubert had previously been filed as a minor Person of Interest between the 1980-90s due to suspected involvement in an illegal scientific operation, a suspicion that was dropped due to a lack of incriminating information. Athena was diagnosed with schizophrenia in late 2016, although records regarding her diagnosis are scarce.

Continued parsing of Bogard's posts led to the realization that she may not be infected by RPC-470; instead, her posts regarding its existence attracted other accounts to begin harassing her and attempting to frame her as unstable or otherwise mentally unsound. This practice was notably in line with Authority misinformation protocols on individual users, save for the abundance of RPC-470-positive vectors among associated accounts. Some of her posts are remarkable in their reference to an unknown research organization linked to Antarctic research.

With this in mind, further research was conducted into the Bogard family. Attempted contact with Athena resulted in failure as she would not respond to any comments or direct messages. Family members would decline requests on behalf of Authority fronts and undercover agents for interaction with her. An investigation into the history of Hubert and the Bogard family failed to return any significant results, thus leaving only the option of direct interrogation.

Such an interrogation was planned for 1/10/2021, to be carried out by a squadron of MST Alpha-21 ("Wolf Pack") stationed at Site-091. Upon the initialization of the operation at 05:00, an apparent miscommunication was reported: EASTCOM Authority Central Intelligence had already received confirmation of the operation commencing one hour earlier, supplemented with proper identity confirmation measures (authorization codes, voice recognition, etc.), and last reported successful deployment to Brussels twenty minutes earlier. The discrepancy in time was discarded by responsible officers as a mistake or typographical error in relevant documents, thus allowing the phantom operation to continue unhindered.

Upon arrival at Bogard's apartment complex at 5:18, it was discovered that her room was empty and had recently been cleaned. Interrogated neighbors and landlords were found to be unaware of the existence of any Athena Bogard, corroborating this with an absence of records (bills, physical mail, clinical records) regarding her existence. The following day, Athena's Facebook profile was banned, along with all posts in reply or reference to her being erased. Accounts associated with irregular activity were also erased.

An identity erasure effort of this scale, thoroughness, and concealment is extremely unlikely for an individual or small group, being probable only from an Entity of Interest of a similar scale and resources to the Authority, up to and including access to sufficient amnestics and surveillance information to erase recollections of civilians that had interacted with Bogard.

No registered EoI is known to have such an interest in the Bogard family or RPC-470.


Addendum 02-470
Operation HAMMER Findings

During WESTCOM archive review efforts following the events above described, one particular piece of media was obtained during Operation HAMMER15 was found to have a potential relationship with RPC-470.

The file in question is a low-quality MP4 recording of a temporary settlement on a southern island, presumably obtained via smartphone. It is remarkable for its audio contents: the deceased Hubert Bogard can be heard speaking during most of the recording.

This file was first obtained from the personal computer of Mateo García,16 an important collaborator during Operation HAMMER. García was found dead in his apartment in 2014, having committed suicide via firearm, seven years after he was amnesticized and released and two years after Authority monitoring concluded. No personal devices were recovered when local authorities found him.

However, the "wings" are substantially larger than normal, exceeding the primary figure in size by a factor of 10. Although the hasty and rough nature of the sketch prevents any conclusions from being drawn, a "tentacle-like" appearance has been frequently noted by viewers.

H. BOGARD: <Pointing at the central humanoid figure with the back side of the pen.> 'S this look familiar to you? Well, turns out they're not fucking dead. Not a single bit. And they must've known this since they cracked the outer structure in the eighties.

Wanna know how I know that? 'Cause dead things don't keep fucking growing.

<Pointing at the "wings".> These keep going for miles under the Antarctic soil. Miles! I've seen the thermal scans of just a few years ago, and they were much, much smaller. I should have known. I should have fucking known.

<2:41> Hand retreats behind feed. Device shakes. Bogard grunts and whimpers: nervous breakdown is apparent.

H. BOGARD: They made me step into the tomb. I saw them, Russ. I saw them. They told me they were dead, that the seal kept them from moving or seeing. But they stared right back at me. And they were bright. So, so bright. It shone through my skull, such a bright light that there is no light anywhere anymore. I can still see that brightness when I close my eyes, shaped like a ring around the head.

Observation of the Antarctic Exploration and Charting Organization is ongoing. Although associations with anomalous parties are yet inconclusive, it has been noted that there is a significant linkage in membership and monetary deposits between it and Lussenhop Marketing LLC, a candidate for minor GoI classification after potential involvement was discovered between it and Vinland-Pyre PN.

The identity of the person Hubert Bogard refers to in the video ("Russ") is unknown. It is speculated it may refer to Russ Lockwood, a deceased biologist ex-PoI that received funding from the O'Connor Scientific Fund for unspecified reasons. The Fund has donated generous monetary deposits to Vinland-Pyre researchers for numerous projects across the last two decades.

b. Operation ICE WALKER

Although plans had been gestating for a considerable ammount of time, the discovery of the afore-described video file provided substantial evidence for a full-scale survey of Antarctic territories suspected to have a relationship with RPC-470. These efforts were christened Operation ICE WALKER and officially approved in December 2021.

For the initial survey stage, Authority thermal scans of several locations of interest were acquired.17 The number, quality, and range of these were limited, as associated equipment had only been installed during mid-2019.

However, a significant anomaly matching Mr. Bogard's description was successfully detected: before September 2019, a large thermal discrepancy under the Ellsworth Mountains that had been noticed, yet went uninvestigated. After September, this discrepancy disappeared entirely.

An expedition sent to the location on 04/02/2022 discovered the remains of a crashed helicopter 1.7km away from the range and, a destroyed temporary camp around the Sullivan Heights of the Sentinel Mountain Range and great amounts of outdated radio communication devices. No identifying material was recovered from these locations, save for the remains of one Todd Howard.18

The focal subject of the late stages of Operation ICE WALKER was first encountered one month later. On 17/03, the entrance to an underground facility was located several dozen meters away from the temporary camp: a reinforced entry gate had been blown open from outside, leading to a wide chamber that terminated on a second destroyed gate.19 Internal markings prominently featured outdated Authority insignias and protocols, dating back to the 1960s. Upon this discovery, agents were recalled and began appropriate preparations for an in-depth exploration.

No ANTRCOM records for this facility exist. Despite this, the following could be established:

  • Initial construction took place no earlier than 1940. Internal identifiers matches designators used by ANTRCOM20 at the time for forwarding operating outposts.
  • Repurposing took place no later than 1970. Structure and materials used for both reinforced gates match special plans for Purple-class entities that were deprecated after 1971.
  • Abandonment by the rediscovering party took place no later than 2019. Recovered materials from the destroyed helicopter and temporary camp have suffered little wind erosion despite strong air currents.
  • The party responsible for rediscovery is not a member of, or affiliated with, the Authority. Torches and explosives were used to destroy both reinforced gates. Should the operation have been carried out by Authority members or affiliates, external disassembly would have been possible without disabling them.

  • FIRST FLOOR

Entered foyer area at 1140. Debriefing/dressing room past second blast door: stocked with new civilian-grade gear, although DYSEN noted astronomical price for this particular brand of set, then stored one for lab analysis. Proceeded through the conventional door.

Office/comms complex on the other side. PATZ noted a great similarity to old logistical sites built during WW2 era: corroborated by presence of old, unused radio equipment. Several office rooms appear to have unusual disposition and size, namely the reinforced glass panels to the sides and metal doors connecting them to larger comms rooms. PATZ believes these to be repurposed humanoid containment cells, which is consistent with the tentative timeline of use of the facility.

One major discovery: the remains of one destroyed server rack of modern make inside a partially vacated comms room. Old radios found in the abandoned camp believed to have been removed from here.

Found ground hatch at 1310.

  • SECOND FLOOR

Descended at 1315 into the supply closet/armory. Newer construction noted. Labyrinthine in structure: long, winding halls with numerous offices and empty rooms. Exploration continued until 1450 without anything of note. PATZ and FEDER agree that this floor must have been built with the intent of disorienting unfamiliar explorers, whether upon entry or exit.

At 1410, an incinerator room was discovered. Features twelve (12) gas incinerators with sizable piles of ash. Entire team agrees this to be a document disposal room. Presence of ash on the ground is evidence of recent activity: an unknown party most likely looking for improperly disposed documents. It is not known if any were found.

Rest of floor features great amounts of unidentified, noisy machinery protruding from the walls. PATZ and FEDER do not agree on their nature: PATZ believes them to generate energy of some kind, FEDER thinks it is a single machine, either mechanically hydraulic or distributing a liquid substance. Noise generated by the machine(s) can't be discerned to be either energetic or hydraulic.

At 1450, a reinforced door is discovered open at the end of a hallway, leading to the downward staircase. Deprecated hazard markings at the side of the wall:

  • EXTREME

  • VISION-INDUCED/IDEOLOGICAL

PATZ and FEDER discuss safest route to follow. FEDER says that he and DYSEN should go: PATZ and I are to wait and scan them for abnormalities upon return. FEDER and DYSEN descend at 1510.

  • TOMB CHAMBER

FEDER exclaims the other side to be empty, and asks PATZ and I to come in. Ensuing infohazard test returns negative. Structure markedly different: appears characteristic of European crypts. Age is unknown, but minimal deterioration suggests newer construction than initially assumed.

Chamber is several dozen meters in height. Thirty (30) giant, sloped, rectangular holes in the walls to each side. PATZ suggests them to be open tombs, although they are empty. Bas-reliefs inside each hole support this: vague representations of humanoid skeletons, with the most notable characteristic being large wings extruding from where the shoulders should be. There are wide holes where the shoulders should be, proceeding into much larger empty chambers.

DYSEN notices faint trails of chalk on the floor around each hole. FEDER observes them to be ritual circles. They have been deteriorated both by a change in temperature, and by human destruction in the form of straight lines, seemingly corresponding to persons dragging their shoes across the circles.

No further abnormalities are noted. Team exits facility at 1650, finding difficulty with second floor.

Operation ICE WALKER investigations regarding this facility are still ongoing.


Addendum 03-470
UPDATE

On 02/02/2021, usual online activity regarding RPC-470 suffered a substantial spike associated with the recent creation of a 470-positive website featuring an evident relationship with the anomaly. Distribution is as expected for RPC-470 material, although it has been impossible to ascertain an origin point. The URL was "http://www.fallenangels.███", and has since been rendered inaccessible outside of authorized devices.

The website consists of a black background, mostly occupied by a large representation of "the Companion" and an interactable gif reading "SIGN UP". Clicking it displays the following text in a pop-up:

Buried angels are now aloft. Would you like to see the next flight?

This pop-up also features a text box and a button reading "Enlist". It accepts only an email address as input.

Although the location of the device hosting this website is unknown, weak security has allowed access to a list of "subscriber" emails totaling 1492 items. A minor proportion of these (>1%) corresponds to individuals that found the website during the brief time it was accessible. All subscriber account owners that could be successfully traced and identified are known victims of, or associated with, RPC-470.

Notably, a sizable proportion of identified owners are known to be missing or deceased. Among them are Athena and Hubert Bogard, Mateo García, the unidentified man behind the "TifaFucker22" IRC account, Lana Edlow, and Ivan Bolz.

A fraction of unidentified addresses feature full names that correspond to RPC-470 victims that did not possess email accounts, or were deceased or missing before such services were invented.
