RPC-472 at nighttime, slightly deviating from its position.
Containment Protocols: Due to Site-013's isolated location, RPC-472 presents no threat to secrecy. However, it is known to have left Site-013 at least once and traveled approximately 1.3km North before returning: Site-013 personnel should continuously observe RPC-472 in the event it departs again.
Personnel known to express fear, hatred or paranoia directed to RPC-472 are to be directed off-site. For this purpose, ASF guards will be instructed to bring personnel that repeatedly observe RPC-472 to Wing A in order to undergo psychological screening.
Should RPC-472 become hostile toward Site personnel, the individual in question must be protected without directly harming RPC-472.
Site-013 is operated only by a skeleton crew of Containment personnel due to the risk posed on their physical and psychological health by RPC-472's presence. No further anomalies are to be brought to Site-013 unless strictly necessary. The Office of Ethics and Review may process formal requests to transfer anomalies to Site-013 on the grounds of no other containment facilities being readily available. The decision of OEaR may be overruled by GD-ARCH.

CROWBREAKER PROTOCOL
Relevant Departments: Anti-Memetics, Occult Concerns (Unit-119)
Summary: In the event RPC-472 were to resurface, the manifestation of the relevant Group of Interest will demand immediate and effective action to prevent operational difficulties.
For this purpose, Unit-119 and the Department of Anti-Memetics have collaborated in the development of AGENT BASTILLE, an audiovisual meme complex of null virulence and immediate effect. AGENT BASTILLE is designed to immediately instill a temporary loss of trust in organizational hierarchy, with particular effect among those of religious significance.
AGENT BASTILLE was developed from a 5-page set of minor memetic anomalies found within the Book of Heretics, "King's Golem" section, which has been moved from its storage on Site-136 to a temporary development facility in Site-223. It is to be transfered back once the final version of AGENT BASTILLE (Current 1.3.0) is developed.
AGENT BASTILLE requires in-person priming, employing already-available XQ-109 Extergito Glyph projectors for delivery and anchoring itself to avian imagery. Its exceedingly powerful payload and requirement for avian imagery limits mass application and renders it likely ineffective against other anomalies.
While the effects of AGENT BASTILLE are not permanent and likely to invite reincorporation into the Group of Interest in question, their duration will be sufficient to dismantle its activities before reincidence may occur.
Description: RPC-472 refers to an avianoid lifeform currently perched on top of Site-013's Wing C, on a radiocommunications tower. RPC-472 has remained on this location for approx. 56 years (Last Updated: 19/08/2020), remaining motionless for most of this period, blinking at a frequency between ten and five times per minute. RPC-472's eyes appear to be focused on Wing A (Gamma Containment.) View Appendix for a registry of irregular activity from RPC-472.
RPC-472 appears not to possess normal biological processes or necessities. It has not consumed food, excreted, stretched, or yawned during Authority observation. It has rarely demonstrated hostility, but appears to do so only in retaliation.
RPC-472 is believed to be entirely unique: no organisms, remains or representations thereof within baseline reality or other extradimensional locations are known to match its physical appearance, although an anomalous species native to ALTR-D2AJ possesses a remarkably similar cranial structure. RPC-472's head is ~60cm in length from base to tip of the beak, and is primarily characterized by thirteen sharp, skeletal protrusions organized in a circular manner around its frontal area. Eyewitnesses regularly compare such protrusions with canine teeth, despite their location. RPC-472's eyes are disproportionally large, being five times bigger than would be expected of standard avian organisms, and have yellow irises that exhibit significant bioluminescence. While measuring it has not been possible, it is believed RPC-472's ocular luminescence is in excess of 800lm, or twice that of an average LED lamp.
Its beak corresponds with that of standard avian organisms, with a characteristic serration or "toothing" being noticeable along the upper mandible.
RPC-472's torso measures between 210 and 280cm. Its feathers are black in colour, but they have been witnessed to be white in colour during a series of specific incidents. RPC-472's chest has a distinct blue tint, particularly noticeable around a set of nine empty cavities that corresponds with what is believed to be the location of its heart. Close observation of such cavities reveals osseous structure with striking resemblance to human ocular cavities.
Due to RPC-472's location and its "huddled" position, other aspects of its appearance are difficult to observe. While the rest of its body appears to be proportional to standard avian organisms, it has been observed to possess three pairs of wings instead of one. Eyewitness accounts occasionally describe it as possessing up to four pairs and a single extra dorsal wing, but no visual evidence to support such claims exists.
RPC-472 exhibits a protective probability-warping effect around itself: attempts to harm it routinely result in failure by a variety of reasons. This effect is not infallible. Other anomalous properties have been rarely observed; view Appendix.
RPC-472 was first sighted on January 13th, 1964, between 2 and 4 hours after the communications tower on which it is currently perched was erected during the construction of Site-013. It circled the tower for a further five hours before landing on it, at which point it began attentively observing the ASF personnel that had reunited to respond to the potential threat. RPC-472 appeared to lose interest after 3 hours of observation, turning its sight to the future location of Wing A.
On the following days since its manifestation, numerous attempts to sedate or neutralize RPC-472 were made: all of these failed due to its protective capabilities. Due to the isolated location of Site-013, it is not believed RPC-472 was witnessed by any individuals before arriving to the construction site.
A tendency for Site personnel to unconsciously associate RPC-472 to seemingly unrelated religious figures has been discovered, slightly increasing in incidence rate since the foundation of Site-013: memetic screenings do not return positive indication of anomalous influence, suggesting this to be a normal psychological response.
The communications tower in question has remained unused since its erection for fears of unexpected interaction with RPC-472, with an alternate station being built on the week after its manifestation. Due to lack of maintenance and having experienced extreme wind on numerous occasions, it is believed the tower may collapse on the following decade.

09/06: RPC-472 changes position to observe the arrival of Site-013's first Director, J. Norwell.
07/07: RPC-472 caws thrice. No anomalous effects observed.
1965
03/11: RPC-472 pecks at the ocular cavities on its chest for 4 minutes.
11/12: RPC-472 changes position and caws five times. In the hours following this, RPC-███ is discovered in roughly the same direction of RPC-472's beak while cawing. It is later found that RPC-472 may be observing RPC-███'s containment cell on Wing A (See Description.)
1968
04/06: RPC-472 changes position to observe Researcher A. James, continuing for more than 80 hours. At the end of this period, Res. A. James experiences extreme bone disruption, followed by cancerous growth of disrupted bones. Initially believed to be entirely uncontrolled, these growths eventually rip through James's skin and encase him, forming into a roughly avian shape before the process stops.
James's skull and internal organs were repeatedly pierced by irregular protrusions during this process. In the hours following his death, the resulting osseus mass develops numerous ocular cavities. Later investigation of personal documents and coworkers reveals that Res. A. James harbored obsessive fear and hatred for RPC-472, fantasizing with its neutralization at least once.
07/06: Site Director J. Norwell shoots RPC-472 with his personal revolver, seemingly killing it in retaliation for Res. A. James's death. As RPC-472's body falls from the communications tower, Norwell begins to convulse: nine empty ocular cavities develop on his right temple, which is soon destroyed by the abrupt exit of a large serrated beak. Thirteen skeletal protrusions pierce the top of Norwell's head, and RPC-472 begins to violently emerge from his upper torso. Its feathers are observed to be white, despite being repeatedly stained in blood: bullet wounds do not provoke RPC-472 to bleed.
Nearby ASF personnel open fire upon RPC-472, which dematerializes after sustaining numerous wounds. Assistant Director D. Luikj, second-in-command of Site-013, suffers a similar process. RPC-472 breaks out from the windows of Luikj's office, and returns to its position. Its feathers return to their normal colour in the following 3 hours.
Following this incident, nonessential personnel and anomalies are transferred off-site. Unmovable anomalies are maintained by a skeleton crew.
14/06: RPC-472 changes position to observe the arrival of Site-013's replacement Director, M. Willis.
1977
08/08: While being observed with binoculars by Researcher G. Anderson, RPC-472 changes its position to look back at him.
1996
09/08: RPC-472 caws five times. Later that day, Director M. Willis is transferred offsite for audit by the Office of Ethics and Review, being found guilty of harboring corruption within Site-013. Two days after, he is found dead within his temporal holding cell: cause of death cannot be conclusively ascertained, but is ruled to be sudden arrhythmic death syndrome (SADS).
2007
07/07: During A. Montenegro's promotion ceremony to Site Director, RPC-472 leaves its position and perches itself on his arm. It remains there for less than a minute, before returning to its previous position upon Montenegro shooing the entity away. Later that day, Site-007's Infohazard Wing is quarantined due to infohazardous infection by an unrelated anomaly.
2009
15/08: Director A. Montenegro is robbed while returning to his home from Site-013. RPC-472 leaves its position, pursuing the thief for 20 minutes before killing him via biting his neck. It continues to peck at the body for 3 hours before returning to its position.
2020
04/06: Site Director Montenegro suffers a stroke, dying less than 24 hours later. RPC-472 departs its position, flying upward and to the North.
As of 08/09, RPC-472 has not been observed again. Reclassification to Neutralized pending.
Discussions to dismantle or reorganize Site-013 are ongoing.

During December 2020, following the potential neutralization of RPC-472, an elusive Group of Interest based on the Isle of Man, England — colloquially denominated "Crowsingers" due to their use of corvian symbolism and lack of a common self-designator — abruptly ceased all activity, entirely dissolving in less than 24 hours.

Description: The "Crowsingers" were a minor cult and Group of Interest whose primary occupation was the acquisition of anomalous artifacts, particularly those they believe to be associated with royalty or authority. Their primary goal was the merging of a specific set of anomalies denominated the "Crowteeth" into a singular one, which was believed to be capable of bestowing ultimate authority upon a single individual.
The target individual for the bestowing of this hypothetical conglomerate anomaly is unknown, but members of the Group of Interest were expressly forbidden from receiving it, even the "Feathered Priest", the individual of highest influence within the cult, now known to be one L. Gattini (Apprehended, imprisoned on Site-009.)
While two of the thirteen "Crowteeth" are known to exist, the remaining eleven are a subject of debate among Research personnel. Certain members of the group believe that two of these anomalies are undesirable and should not be obtained by anyone.
Members of the cult were often inducted into a series of small households with no access to the Internet for the purposes of "initiation", a process that involved sleeping in standing position, eating little, and being frequently humiliated by members of higher authority. Other inductees of "higher caste" underwent a significantly less harsh process. Common everyday activities were ritualized to accentuate this caste system, giving priority to higher castes and forcing lower castes to serve them.
As of December 2020, the "Crowsingers" Group of Interest is effectively neutralized and has ceased activity. 89 ex-members successfully apprehended and interrogated: less than 12 remain at large.
Apprehended ex-members of the group have cited a variety of reasons for their dissolution: loss of faith, exhaustion, hopelessness, belief that they would be "caught" by police or the Authority, among others.
Study of religious materials confectioned by the GoI has revealed a significant link with RPC-472. A central figure of worship, named the "Crowned Crow" or "Crown Crow", was believed by the group to have the authority to appoint kings, bestowed by a nebulous, unnamed deity. Physical descriptions mention nine wings and a thirteen-pointed crown, both characteristic features of RPC-472.
Their primary religious text ("Book of Feathers' Song") was entirely written by cult leader L. Gattini, appointed "Feathered Priest" of the cult following a revelation from the Crowned Crow. The cover of the book features nine eyes in a disposition identical to that of RPC-472's chest. Its contents, supposedly written following repeated anomalous spiritual experiences, primarily revolve around three figures: Saints Nalijha, Iris and Black.
These three figures bear striking physical resemblance to all three Site-013 directors, and their actions in the book's fiction reflect their interactions with RPC-472. Nalijha and Iris are titled the "Betrayer" and the "Rotten" for attempting to slay the Crowned Crow or misusing the authority bestowed by it, in parallel with the actions of Directors Norwell and Willis. Black, representing Director Montenegro, is characterized as the "last virtuous king" of this age, loyally guarded by the Crowned Crow.
Other Authority personnel, namely Researcher A. James and Assistant Director D. Luikj, are treated in a similar manner, depicted as nameless demons whose influence corrupted "Saint Norwell." Further investigation of the Group's activity puts the assumed date of creation close to RPC-472's manifestation.
These findings are believed to confirm the long-standing suspicion that RPC-472 is a sapient organism.
Other relevant observations from texts belonging to the GoI include;
- Mention of a demon whose name is only numbers, under constant watch by the Crowned Crow. May refer to RPC-███.
- Elaborate descriptions of a catastrophic event to follow the death of the last king and the departure of the Crowned Crow, including the return of the deity that commands it. Produced in the days following RPC-472's departure.
- Potential references to the Crowned Crow as being extraterrestrial or otherwise "not belonging", arriving in search of righteous beings.
- Mentions of a minor deity whose face consists of an orange. May refer to RPC-███-A.
- A mythological "Spire of Lightning" atop which the Crowned Crow is perched. Said to attract a "fatal strike to the world."
- Mention of a demonic "Kingslayer" whose actions destroyed the throne of the deity that bestowed the Crow with its powers.
Analysis of recovered materials by RD Unit-119 ("Decagon Office") suggests a potential relationship with the Children of Nihil. Comparison between other known texts produced by the GoI demonstrate significant overlap between mythological beliefs, especially those of predictive nature. RPC-███'s description among such materials closely resembles a figure alluded to in the Book of Heretics, a containment document often consulted by Unit-119. The description in question suggests that Authority containment measures may be inappropiate, and that the anomaly is capable of manipulating lightning.
RD U-119 NOTICE: Group of Interest "Crowsingers" has been added to the registry of minor Children of Nihil members. Integration of relevant materials to Site-136 archives and analysis of potential implications is still ongoing.
RPC-472's role in the mythology of the Children of Nihil is still under study. Cross-referencing of archived materials with relevant information regarding RPC-472 is pending transfer to Site-136.
