Containment Protocols: RPC-481 is to be housed in a standard humanoid containment chamber with no chamber modifications. As of writing, RPC-481 resides within Site-120 located in the Red Lake State Wildlife Management Area in northern Minnesota. In the event RPC-481 must be relocated to another site, the prospective site must reside within or near a densely wooded area.
In the event RPC-481 requests a meal substitution, or has not expressed any desire to consume its typically provided meal, a substitution of raw beef, pork, chicken, or RPC-286 is to be provided instead. Otherwise, RPC-481 will receive a nutritionally balanced diet for herbivorous creatures consisting of fresh grasses, leaves, nuts, and other suitable dietary components for each meal. Documentation and observation is required whenever a meal substitution has been requested. Should an escalation in the frequency of these requests be observed, security personnel are to conduct regular check-ups on RPC-481 at intervals of fifteen minutes, providing an extra portion of the aforementioned types of flesh upon request. Until the 481-A event is complete, it is to be monitored via camera feed by at least one member of the RPC-481 research team at any given time.
When RPC-481 cannot be located within its unit, MST Victor-8 “It’s All a Game” are to be dispatched to the wooded area nearest to the site. Upon discovery, MST Victor-8 is to refrain from using force and attempt to coax RPC-481 back into Site-120 to ensure its continued trust in Authority staff. During retrieval, tranquilization of RPC-481 may only be performed in the sole case that it becomes aggressive or attempts to escape the Site-120 grounds. 481-A events are not considered containment breaches unless the point of manifestation is outside of Site-120 grounds or if RPC-481 escapes past the outer fences of Site-120.
As of 04/14/20██, due to concerns of stereotypic behavior, containment protocols are pending changes to allow RPC-481 to exist in a more natural environment.

Description: RPC-481 is a female member of a critically endangered species known as Pedestrocervus tridactylus. The species is similar in appearance to the Odocoileus virginianus, with the primary difference being that Stiltwalkers have the capabilities to ambulate on their hind legs, and possess small tridactyl hand-like appendages on their forelimbs, which they can walk on. Aside from RPC-481, the remaining four discovered members of its species are currently held on an Authority-owned preservation for the purpose of observation and safeguarding the species from extinction and monitoring any resulting offspring for potential similarities to RPC-481, despite exhibiting otherwise mundane characteristics.

RPC-481 appears to be a young adult of its species, as the white spots indicative of a juvenile are still visible on the hindquarters of RPC-481. Unlike others of its species, RPC-481 exhibits notable humanoid characteristics surpassing those of other Pedestrocervus tridactylus members, characterized by a distinctively human-like facial structure. Other features include a pair of four-inch stunted antlers that grow and shed naturally, similar to other deer species. Of particular significance is RPC-481's peculiar and inconsistent dietary requirement of meat. If RPC-481 were to transition to a solely carnivorous diet, it would undergo a translocation phenomenon, dubbed RPC-481-A, to the nearest wooded area. If found relatively quickly, RPC-481 will display signs of confusion or fear. RPC-481 has never displayed any memory of craving, asking for, or consuming raw meat of any kind. After recovering from the shock of a 481-A event, RPC-481 will resume its herbivorous diet until once again reverting to its carnivorous tendencies sometime in the future. RPC-481 can go from as many as eight months without this event taking place to as little as thirty-two hours. As of writing, no attempts to prevent RPC-481's teleportation have been successful (See Addendum 481-3).
Cognitively, RPC-481 possesses the intellect of a grade-school child, having a rudimentary grasp of the English and Dakota languages. To test the limits of RPC-481’s intelligence gain, it has been enrolled in game-based learning programs currently overseen by Junior Researcher Maela Kinnd. RPC-481 has demonstrated overall receptiveness and compliance with these instructional sessions, as well as displaying cooperative behavior in its containment environment. For ease of reference, RPC-481 has expressed a preference for the name "Chanhassen," meaning "Sugar Maple Tree" in the Dakota language. In order to facilitate interactions with RPC-481, it is recommended that all personnel refer to RPC-481 as "Chanhassen" while conversing due to its aversion to its official designation.
Addendum 481-1: Discovery
On 9/27/20██, a report of a hunted deer with a humanoid face was made to the Fish and Wildlife Department of Minnesota. During the initial investigation, it was found by a local who had been hunting illegally on a native reservation. Authority staff operating within the department seized the entity and administered amnestics to the hunter. At the time of acquisition, RPC-481 had suffered three gunshot wounds to its torso, resulting in severe internal injuries. RPC-481's condition necessitated surgery and multiple resuscitation attempts. Eventually, RPC-481's condition was successfully stabilized. It was then officially registered on the Authority Database as Nonanomalous Abnormality (NAA) #98, before being reclassified as RPC-481 after the first 481-A event.
Further Addenda:
Below is a personal recounting of RPC-481 Lead Researcher Jason Reids’ experience regarding RPC-481’s dietary tendencies. At the time of the events described, Mister Reids was a Junior Researcher newly assigned to Site-120.
The lead-up to that first 481-A event started about a month after we got it. We didn’t notice it at first and thought she was being picky about her food, so we switched it from simple plant-based nutrition bricks to more natural foods found in the stiltwalker deer’s habitat. Nothing, didn’t even touch it. She was frantic whenever we brought her food, running up to the door when it was delivered like a starving dog to seem disappointed at something. We couldn’t figure anything out. She looked sick, constantly shaking like she was suffering withdrawals from some hard drug. Deer can go about a month without food, and she looked like she'd gone nearly three without it. I have to be honest, I didn't know what we were supposed to do. Whenever we asked 481, or #98 as she was known then, all she could say was Dakota for "squirrel" or "rabbit". I brought up the issue to an old friend of mine, Stanley Nohmann, who was working on RPC-286 at the time. We tried giving her some leftover flesh from it, and well… it worked for sure. We gave her as much as she wanted. I swear she ate enough to feed a Thanksgiving table. And as soon as she finished, we looked away for just one second, and she just, poof, vanished. Nothing but the smell of a pond left behind.
After that first instance, the containment breach and everything, I left the site with some of the other staff, but I got separated from the group. I was the one who found her, as you may know. I was just a Junior then, bright eyes and bushy tail. I didn't even think of the dangers and forgot protocol. Got a hell of a talking to, sure, but I also got 481 back in containment. She- It was just scared. Needed someone there to be able to calm down. I… Turned out to be that person.

0:00:00 - The camera's view is obstructed as RPC-481 violently devours its meal. Its vocalizations are seemingly a mixture of animalistic and human noises.
0:02:15 - Upon finishing the meal of raw RPC-286 flesh, RPC-481 moves frantically to the corner of its room and sinks. The view is obscured.
0:07:43 - It begins rocking in place, its breathing catching and becoming shallow. From the angle of the collar, RPC-481 is seemingly staring at the hidden camera in its cell.
0:10:22 - After looking away from the camera, RPC-481's breaths become erratic and it begins uttering the phrases "No" and "Please" in the Dakota language repeatedly, occasionally mentioning Reids in these mutterings.
0:13:45 - RPC-481 reaches into its nightstand, retrieving the human biology flashcards from its education program and flipping through them. Its voice is shaky, unable to properly articulate the answers, but seemingly understanding them.
0:15:02 - RPC-481 flips to the final flashcard, displaying a human heart and its location. It panics upon seeing the image and throws the card away.
0:15:45 - RPC-481 begins to scream, but the noise is suddenly cut off. The collar falls to the floor, flipping over as it falls to reveal that RPC-481 is no longer present in the corner.
During the next lead-up to a 481-A event, let's try anxiety medication in 481's substitute meals. If it properly prevents the event, then we may have found our answer. - Researcher Reids

30th 481-A event, first official containment breach since event 481-A-1. RPC-481 manifested just outside the Site-120 outer fence as captured by surveillance cameras. Due to the confusion that often comes to RPC-481 after teleportation, it thought it was still inside Site-120 and remained in place. RPC-481 came willingly, but stopped to watch a member of the Pedestrocervus tridactylus on site for several minutes before finally acquiescing to one of MST Victor-8's unit's urges to return indoors.

47th 481-A event, the second within only 48 hours. RPC-481 was found at the edge of Site-120's property, pacing the fence and rubbing the previously mentioned spot on its elbow. Reacted with shock when MST Victor-8 made contact and fled. It was found desperately attempting to enter Site-120's main building.
It is important to note RPC-481's mental state has significantly deteriorated over the past four months, and this behavior in particular has progressively worsened; It is suspected that this is the cause of recent cognitive regression. Additionally, it has grown reclusive to personnel previously amicable in its eyes. Based on this development, I agree with Junior Researcher Kinnd's request that the education program for RPC-481 be reinstated as a containment protocol. - Lead Researcher Reids
