FILE #3: OPERATION HAMMER
The following documents were acquired between 07/2005 and 06/2007 during Operation Hammer, a joint effort by EUROCOM Spain Protection Division and a limited number of Worried Citizens members to locate potential causes for RPC-562 following Incident 12022005/562.
Assistance from these individuals was vital to the operation's success as they had kept careful records of unexplained activity of armed individuals and unmarked vehicles around several buildings believed to be abandoned. Such movement is known to have been widespread in Madrid up until 1998, when all unexplained activity abruptly ceased.
It is currently believed that certain elements of the City Council of Madrid were in tight collaboration with a small number of known independent an-orgs operating publicly as a variety of small businesses, including construction, demolition, and pest control. However, careful raking of abandoned buildings known to be epicenters of the aforementioned unexplained activity managed to recover a limited amount of correspondence and documentation linking them together. It is believed that correspondence between these organizations uses a unique method of encryption or argot designed to obscure their intended meaning, masking it as logistical data or friendly communication between individual members.
While successful in demonstrating the existence of anomalous activity in Madrid prior to 1998, data acquired during the beginning stages of Operation Hammer was limited and failed to describe its purpose or link it to RPC-562, as it is believed that truly sensitive documents were destroyed prior to Authority involvement.
Operation Hammer led to a major breakthrough during 08/02/2006, when a series of improperly destroyed documents were discovered in a hidden furnace in the Sanatorio de la Marina. These documents directly linked pre-1998 anomalous activity to a subsidiary of the Vinland-Pyre Research Institute and RPC-562, and allowed the Authority to properly understand the causes and consequences of the anomalous phenomenon. Newer research discovered widespread activity of the Institute across Madrid between 1980 and 1984.
Of note, these letters prominently feature the Greek letters omega and iota in the top right. It is currently believed that this symbol represents the group of associated organizations, or their operations conducted in Madrid.

Hereby and to those concerned, we inform of successful finding of the "closed room", as discussed during Administrative Session 16.
The room in question was accessed as of yesterday, and was found to be in its expected state. No outside contamination could be found by the discovery team.
About one hundred inactive entities were encountered inside, immobilized through specialized straitjackets bearing a unique, unidentified logotype. Their clear state of malnutrition led us to believe they might have been neutralized by an outside force, but a closer look revealed that a majority of them are still alive.
Analysis of the structure itself has been unproductive, with no further data regarding its builders being found. However, as the entities are restrained with straitjackets, its date of construction cannot go farther than the 1800s.
We are unsure of the extent of the entities' properties, and will conduct further testing.

We have had immense success.
Testing of reanimated entities has led us to believe that they are Stygian in nature, and as such, they are particularly vulnerable to memetic and informational hazards.
We propose that they be employed as test subjects for Project Bauhaus, through the preparation of several subsurface test facilities across Madrid. Each entity group would be visually exposed to a singular architectural style and paired with a particular strain of DA1839 for a period of up to ten years in order to observe each strain's particularities and the resulting architecture and potential interference by informational contamination from Madrid citizens. Straitjackets will need to be replaced to ensure secure transportation.
As a proof of concept, we suggest placing a few dozen entities and a single modified DA1839 instance in an underground cavity for little over a month. Should it work as expected, not only will the resulting architecture be identical to the "closed room", but all entities should show increased subservience and decreased hostility. Furthermore, more careful manipulation of DA1839 would allow them to behave normally under most situations and enter a subservient behavioural state after exposure to a memetic trigger or phrase.
If successful, DA1839 could be deployed in places frequented by state dignataries and other important persons.

Description: DA162 is a mechanical device built for dual-purpose containment of infovore parasites and Stygian entities specific to Project Bauhaus. Originally a standard Subsurface Resonator, it has been modified to incorporate an automated info-enzyme distributor.
DA162 consists of two main interdependent parts: the resonating device and info-enzyme producer. As the resonating device operates mainly through an anomalous form of mechanical waves, part of the device must be buried underground to prevent detection, difficulting interaction with the precursor liquid employed by the info-enzyme producer. However, placing the precursor near the surface segment of DA162 has proven to be an effective solution.
While anomalous waves produced by DA162 can both match the specific frequency required to incapacitate Stygian entities and encode info-enzymes, certain infovore parasites cannot interpret the encoded info-enzymes at the required frequencies. As such, the device is prepared to automatically switch between both in brief intervals.
DA162 is currently located in the Franciscano Stronghold near Madrid, capital city. To ensure proper functioning, a series of repeater stations have been set up in testing facilities.
Observation Procedures: DA162 itself presents no threat to any personnel, save for those who directly expose themselves to its mechanisms. However, maintenance is intensive and rigurous, requiring daily examinations and frequent replacement of component parts.

DA162's effectiveness at keeping testing grounds under control has suffered a fatal drop.
Containment state on Test Areas 7 and 12 has taken a drastic hit, with their survey teams being quickly devoured during their daily cavity examination and a total of 8 other personnel being lured in later. Stationed guards have managed to drive the humanoids back inside their cavities, but only after pumping an immense amount of ammunition into their bodies. They are as hostile and resilient as expected, as well as cunning and higly capable in mimicry, and will quickly overpower our personnel if given more time.
We have discovered that maintenance of DA162 has been negligent, and several vital sections have suffered fatal damage. Replacement of these parts is not feasible, and without them containment will become impossible. DA162's effectiveness is expected to quickly degrade in the following years, eventually allowing a complete breach in all test areas around 2002.
Almagro has suggested we attempt to appease the entities by sating their hunger for human flesh, but we simply do not possess enough to feed all of them. We are not sure it would be enough, and that it would not simply increase their hostility and intelligence.
We request permission to manually terminate all deployed DA1839 instances in order to prevent their eventual expansion out of safe areas. Test areas will then to be temporarily sealed until testing can resume safely. Further funds and personnel will be required to replace DA162 and reacquire control of test areas. It is imperative to note that all security measures we are able to put in place are strictly temporary and further action will be required.
You are hereby ordered to terminate Project Bauhaus development in Madrid Capital City.
You will be required to recover at least one instance of DA1839 from each Test Area before sealing them, in order to ensure later analysis of modifications made to memetic code. Nonessential documentation regarding Project Bauhaus, logistical records, and other letters from the High Ministry are to be destroyed.
Due to the deterioration of our relationship with the Madrid City Council, all further action regarding humanoid entities employed for testing is forbidden. You are to retreat from Madrid and leave them contained with any temporary measures available. Ensure that DA162 remains functional during this process, and ignore all requests from it.
You are to construct a list of personnel involved in DA162's maintenance and send it to the High Ministry.
