Containment Protocols: In accordance with the 2001 Anomalous Trafficking Agreement, containment and rehabilitation of RPC-614 instances is entirely under the jurisdiction of MST Hotel-11 "Karasu" across East Asia and Oceania, the specifics of which are classified to Hotel-11 personnel.
In the event that RPC-614 instances are encountered, MST Hotel-11 is to be contacted for retrieval and containment. Do not approach or interact with confirmed RPC-614 instances without the authorization of MST Hotel-11 personnel. Protectorate NT teams are trained and equipped with nonlethal weaponry if Hotel-11 is unavailable.
Description: RPC-614 is a designation for a variety of humanoid constructs created and distributed by Kabushiki Kawaii.
RPC-614 outwardly resemble Japanese citizens, usually modified with several features reminiscent of Felis catus, or domesticated cat, such as a tail attached to the lower spine or ears atop of the head, both largely non-functional pardon limited unconscious muscle movements, and at the expense of the victim's mobility. Modifications to the eye to appear similar to the iris of a domesticated cat are rare and often induce almost total blindness.
The contents of the chest cavities of RPC-614 instances have been entirely removed and replaced with a complex series of mechanical and cybernetic components. While some are direct replacements of the original organs, the majority are lethal weapons designed to assault and hinder personnel assigned to the containment of Kabushiki Kawaii and their activities.
The composition of these weapons varies on a case-by-case basis. They include and are not limited to blunt instruments, bladed weapons that erupt from the chest or arms, and tanks stored in the diaphragm which can disperse a variety of chemical weapons, such as ███████ █████, neurotoxins, and tear gas.
RPC-614's aggression is the product of a chemical reaction, originating from a small chip implanted on each instance's occipital lobe. While RPC-614 instances can be hostile towards the UNAAC or PCAAO depending on circumstance, they are primarily designed to target Authority personnel.
If engaged, the anomaly's aggressive behavior will not stop unless they are rendered unconscious or neutralized. EMP detonations can disable the occipital implant, at the risk of lethal damage to the brain. Once rendered unconscious, the chip in the victim's occipital lobe can be extracted and destroyed in order to pacify the instance.

RPC-614 instances are generally unaware of the chip's nature and are unable to control their behavior once the occipital implant has been triggered. RPC-614 entities often have no memory of the past 3 days before their "deployment" in a public area making information extraction difficult.
Addendum 1: 公安九課 (Paranormal Trafficking Surveillance Unit)
Dozens of individuals were heavily monitored and tracked down by the PTSU due to their possible connection to and involvement with Kabushiki Kawaii and the anomalous human trafficking operations across Japan and East Asia. Several are still at large and are included in this document due to their relation to RPC-614's creation.

CASE #18: Itsuko Mori

REPORT: CASE #18 is Itsuko Mori, also known as the "Kokeshi Woman", a secretive yet influential textile magnate whose father heavily invested in the industrialization of cotton milling in the late 19th century. After her father's death by unknown causes in 1920, Mori inherited the factories and finances and began to dominate the industry.
It is believed that not too long after her rapid horizontal and vertical business expansions created a formidable monopoly across the northern regions of Japan, she began investing in the illegal trade of captured and enslaved women across East Asia, further developing her economic expansion and influence in regional politics.
This involvement eventually led her to encounter several other persons of interest, such as CASE #21 (Shunji Yamada) and CASE #13 (████ ██████). When Kabushiki Kawaii was created, she financially and politically backed the nascent organization allowing for it to operate unimpeded. Several of her commissioned projects eventually came to fruition long after her detainment, one of which was the "Motomachi Hunter". The first mention of the concept dates back to 1972, in a series of personal letters exchanged between CASE #18 and her grandson.
While Mori evaded capture for several decades, exacerbated by her frequently "changing faces" via sophisticated plastic surgery procedures by CASE #1 (Kabushiki Kawaii) staff, she was eventually arrested by Soviet authorities at a 1984 "auction" in the southern regions of the Sakhalin Oblast. While requests for her transfer into Japanese custody have been recognized by the USSR, they have not been fulfilled.
Mori is a titular example of the anti-aging capabilities of Kabushiki medical procedures. By 1980, her face was compared to a "porcelain mask" due to the paralysis of several facial muscles.

CASE #21: Shunji Yamada

REPORT: CASE #21 is Shunji Yamada, a notorious war criminal who served in the Imperial Army of Japan from 1916 to 1947, with the first records of his activities dating to the Japanese Siberian Intervention (シベリア出兵, Shiberia Shuppei) of 1918–1922. By 1939, Yamada was employed by Unit 1644 (A satellite unit of Unit 731 based in Japanese-occupied Nanjing) after reports of his performance in his medical education.
Yamada's proficiency in human experimentation began with his experiments in the "domestication and control of forced laborers within occupied territories." and the "biological enhancement of military comfort women for the purposes of the Imperial Japanese Army."
Yamada's experiments formed the medical and technological basis for several Kabushiki Kawaii assets seen today, and it is believed he was one of the several founders of the organization in its early years.
Despite his age, Yamada maintains a somewhat youthful appearance, due to extensive modification more invasive than the operations performed on other Cases. Unlike these other cases, however, Yamada is not visibly affected by the more common side effects.
It is believed that Yamada is responsible for several, if not the majority of, inhumane experiments produced by CASE #1 (Kabushiki Kawaii), particularly RPC-614.
As the current acting head of Kabushiki's "Water Purification Department", Yamada directs the vast majority of the organization's biological experimentation bureau, dedicated to the "enhancement of desired qualities [in] sexual/labor products."

CASE #45: Toshiko Nakahara

REPORT: CASE #45 is Toshiko Nakahara, a member of Unit 731 shortly before its neutralization at the end of World War 2. While on trial alongside several other members of Unit 731, Nakahara was acquitted due to "lack of convincing evidence [of] Nakahara's involvement in Unit 731's operations" and American intervention, as Nakahara's talents in biological warfare were sought after by US military interests.
After several years in the employment of the United States Biological Weapons Program, Nakahara returned to Japan after President Richard Nixon's ban on the offensive application of biological weapons in 1969. While returning to Japan risked detainment, Nakahara claims that he was "contacted by a close friend" to join Kabushiki Kawaii and assist in its rapid expansion across the Asian human trafficking ring.
Kabushiki agents/units equipped with gas dispersion modifications were likely inspired and/or developed by Nakahara, and certain chemicals employed in the creation of several Kabushiki assets (such as the development of specific animalistic features and body parts via ███████ █████) were created during his employment with CASE #1.
Nakahara's "recruitment programs" for Kabushiki Kawaii via lacing several consumer goods with ███████ █████ made him a highly desired target among PTSU personnel. Once he was sighted in a public park in Hiroshima in 1988, he was arrested by local police who transferred him to PTSU custody.
Due to an unforeseen prison incident following his intraosseous cannulation interrogation, Nakahara acquired an officer's sidearm and shot himself in the head several times. The case was declared closed.
Addendum 2: RPC-614 Analysis and Logs
The "███████" residence, which was the Kabushiki facility raided by PTSU forces prior to the Motomachi Incident.
CASE #958
By 2001, PTSU had become increasingly effective at suppressing Kabushiki Kawaii activity in the region, with several facilities and labs being raided and neutralized. This forced Kabushiki Kawaii to move most of their operations away from Japan and East Asia in general. However, due to both the decreased presence of Kabushiki Kawaii in the area and increased pressure from the Authority on Japan to cede anomalous assets and agencies, PTSU was progressively defunded and was limited to only a few stations, most of which were poorly supplied and manned. Nonetheless, PTSU's efforts had a substantial effect on Kabushiki operations in the region.
In an unexpectedly aggressive move, Kabushiki had created a "bait lab" near an PTSU station in the Motomachi (元町) district of the Naka Ward. Anonymous tips and continued observation of suspicious activity in the area led to an authorization of a raid on the building.
While the raid was mostly successful, there was a notable lack of information or data relevant to PTSU's efforts recovered and very few actual victims of Kabushiki operations. All 7 of those victims were RPC-614 instances, which at the time were unknown to the PTSU.
The main base in the Motomachi district was able to take in 3 of the 7 victims, and the remaining 4 were allotted to 2 other bases in central Japan. These 3 buildings hosted most of PTSU's personnel and resources and facilitated their foothold beyond northern Japan.
Only recordings from the Motomachi base were preserved, and are provided below, translated from Japanese:

MOTOMACHI DISTRICT, YOKOHAMA
BEGIN LOG
[03:49] Transport vehicles carrying 3 RPC-614 instances arrives in the garage of the Motomachi Base. 10 personnel disembark, with the three wrapped in blankets. Two clearly damaged instances (hereafter referred to as RPC-614-A and -B) are taken to the on-site medical wing alongside wounded field agents, while the third (RPC-614-C) is taken upstairs with an officer.
[03:55] The third RPC-614 instance enters the office of the accompanying officer. After both are seated, the camera audio records the conversation between the two.
AGENT AKIHIRO: Are you certain you would not like to rest before we begin? I am surprised you are unharmed but I do not believe that-
RPC-614-C: No, no, no. Something is wrong, terribly wrong. You are making a mistake. We should not be here.
AKIHIRO: Why are you only telling us this now? We wouldn't have brought you to the base if you were uncomfortable with-
RPC-614-C: I didn't realize something was wrong until you brought us inside and I saw who you were.
[03:56] Cameras downstairs record RPC-614-A and -B inside of the medical wing. Medical staff attempt to question them on their health, yet they appear unresponsive.
AKIHIRO: I want to help you. We all do. I cannot assist you until you explain what you are referring to. AKIHIRO begins to lightly cough.
RPC-614-C: The signs are wrong. The symbol is wrong. Your uniforms. I am so sorry, but you have to get us out of the building.
AKIHIRO: We cannot- excuse me- we cannot let you out into the public in your current condition. Let us help you.
[03:58] RPC-614-B begins to convulse beneath her blanket. Medical staff take hold of her and attempt to determine the source of her condition. RPC-614-A stands up and leaves the room. Two agents follow her.
RPC-614-C: You do not understand. I am not the one who needs help.
AKIHIRO: Ma'am, I- AKIHIRO's coughing worsens. When he coughs blood into his hands, they immediately back away from RPC-614-C. Oh God. AKIHIRO removes his radio from its strap but before he can alert the base, he collapses to the ground. The gas that RPC-614-C has been dispersing since her arrival is now visible as a yellow vapor begins to obscure the camera.
[03:59] Two large blades rapidly extend from RPC-614-B's chest, tearing through the blanket and bisecting a nurse before engaging other personnel. A doctor pulls an alarm before he is decapitated.
[04:00] RPC-614-C is seen mumbling to itself as it wanders throughout the facility, a trail of neurotoxin emanating from its mouth. Personnel fleeing the building collapse before reaching the exit as they breathe in the chemical. The two agents following RPC-614-A confront it.
AGENT (?): Ma'am, the facility is on lockdown, you need to come with-
RPC-614-A: A fool is cured only by dying.
[04:02] RPC-614-A's arm extends into a large spike, which pierces through the chest of one of the two agents. The other agent fires their sidearm several times to no effect before their arm is severed. Both agents soon expire.
[04:36] Authority forces arrive at the facility. Remainder of recording classified.
The 2 RPC-614 instances in transit to the facility in Nagano had activated while in the transport vehicle and eliminated all personnel within before escaping, leaving Nagano the only major Kyu base still intact and manned, as the third base that had received RPC-614 instances had failed to prevent its instance from killing the majority of its staff.
Notably, all outgoing calls from the stations during the Motomachi Incident were either blocked or outright ignored for reasons currently unknown. It is suspected that Kabushiki Kawaii may have also caused this, but it is pending further analysis.
Subsequently, the Motomachi base was cordoned off. The Authority was entrusted with the containment/cleanup of the scene, and surviving members of Kyu were taken into custody for questioning.
The following log was recorded onto a VHS tape within a JVC GR-C1. While the camera itself was damaged, the tape was relatively intact. The recording is believed to have been intended to be a visual demonstration of RPC-614's capabilities for investors and Kabushiki Kawaii personnel. A copy was found outside of the Kyu facility in Nagano shortly after the Motomachi Incident.
A transcript of the recording is below. The video itself is restricted to Hotel-11 personnel.
OBJECT #493: Motomachi Hunter Autopsy

[00:00] A surgical theatre where a naked Korean male, extensively modified in the same manner as RPC-614, lies on top of an operating table with multiple straps across their body. Wires lead from their head to a nearby remote. The figure is hooked to an IV drip, possibly containing an anesthetic/saline solution. They are motionless.
[00:02] After approx. 2 minutes, a second figure (Identified in post as CASE #21: Shunji Yamada) enters the theater. They wear surgical garb over civilian apparel.
UNIDENTIFIED MALE: YAMADA: (In English) Hello, investors. Due to recent events, we have had to increase security and secrecy throughout our facilities in East Asia. While this is typical for organizations in fields such as ours, this is beginning to cause a notable effect on our profits.
[00:03] YAMADA approaches the SUBJECT. He brings a tray next to the surgical table and retrieves the remote connected via a series of cables to the back of the SUBJECT's skull.
YAMADA: Certain agencies are growing increasingly resistant to more diplomatic and less violent methods of encouraging compliance. To avert this, we have decided to turn to more direct means of preventing the intervention of these groups.
[00:04] YAMADA toggles a switch on the remote. The SUBJECT gasps for air as they begin to breathe. They appear panicked, but unable to speak.
YAMADA: The subject resembles any other product we may produce in our facilities. If members of these certain agencies encountered it, say, in the street or in some of the many local businesses we distribute our wares to, they would be compelled to acquire the product and secure it within one of their many facilities. Same as any other.
[00:05] The SUBJECT's muscles twitch but do not make any other movement. Once the remote is triggered a second time, the SUBJECT begins to speak.
SUBJECT: (For the sake of the safety and privacy of personnel and their families, this dialogue is redacted.)
YAMADA: The subject will find themselves in an unfamiliar environment, with little to no memory of their time in our care- pardon a few exceptions, perhaps. But in their distress, they will seek out a place of security and safety- such as a police station, right where our competitors in these certain agencies will locate and seize the product for their own purposes.
SUBJECT: (For the sake of the safety and privacy of personnel and their families, this dialogue is redacted.)
YAMADA: The subject will be sobbing, begging, pleading, crying out for friends and family, et cetera. Most of this behavior is of their own volition, but subconscious stimuli can exaggerate this in order to facilitate their acquisition and asylum in their facilities. And once the rival organizations bring the product into their building, recognition software installed in their occipital lobe will identify and react to the symbolism of these agencies. The reaction is as follows.
[00:06] YAMADA presses a series of buttons on the device. The SUBJECT's chest is split open as several mechanical arms force their way out, with bladed weapons affixed to the end. The SUBJECT is in pain.
YAMADA: This is a more direct and obvious variant. A more subtle series would instead disperse neurotoxin or ███████ █████ from a canister along the sternum and leading to the mouth- the former is for lethal engagements, but the latter chemical is usually more profitable.
It is believed that Yamada is still developing and distributing Kabushiki anomalies. While the organization is largely decentralized, Yamada is likely organizing the majority of its operations across the Japanese home islands.
Addendum 3: MST Hotel-11 "Karasu/カラス"
After the Motomachi incident had utterly devastated the already weakened PTSU, it was deemed a “lost cause” by the Japanese government due to the belief that its operation should be entrusted to the capabilities of existing police forces and the Authority itself, and ultimately disbanded.
However, the Global Director of Asia believed that the remnants of PTSU presented an opportunity to the Authority. After approaching the Japanese Government and the surviving members of Kyu, GD-ASIA drafted the Anomalous Trafficking Agreement of February 22nd, 2001.
This agreement between Japan, several other Asian nations (excluding Mainland China), and the Authority (specifically ASIACOM) outlined the size and scope of anomalous human trafficking across East Asia and entrusted the Authority with their “removal”.
“While Kabushiki Kawaii has been stretched far beyond the Asian sphere, it still possesses a strong grip on the criminal underworld in the region that must be contained and excised. It poses a risk, not only to the human lives trapped in its horrific trade, but the security and character of the nations where its facilities are allowed to exist.”

With this agreement, a new MST was formed and employed in several Kabushiki raids. Hotel-11 inherited a majority of the personnel, buildings, and assets of the defunct PTSU.
