Containment Protocols: RPC-670 is to be contained within a large aquatic containment chamber within Site-095's Deep Storage sector.

The walls of this chamber are to be reinforced with a mix of titanium, concrete and water resistant gypsum boards to minimize damage from combustions originating from RPC-670.

The chamber itself is to be surrounded by draining pipes and subjected with a level 4 magnetic seal, so that in the event of a breach the chances of RPC-670 being able to escape through bodies of water is minimized.

Under no circumstances should RPC-670 be allowed to interact with living entities, in particular marine mammals.

Authority agents are to prevent the PCAAO from reacquiring RPC-670. Any attempts from the PCAAO to reacquire RPC-670 are to be hindered and all recollected data to be destroyed.

Similarly, attempts by Cetace's Kin to destroy RPC-670 should be prevented and the area around its containment chamber guarded manually.

Description: RPC-670 is a large organic mass composed of whale blubber, ground whale bones, and whale-made oil. The "body" of RPC-670 is an amorphous central region, which contains the bulk of the entity's mass.

RPC-670 moves through the use of two arm-like structures, which it utilizes in a way akin to paddles. RPC-670 is capable of deep dives of 1,500 meters in depth and flotation, the latter when used as along with its paddle-arms allows RPC-670 to move in a similar way to a large raft.

RPC-670 possesses considerable regenerative abilities, in part due to the fact that RPC-670 is not a coherent structure. Many sections of RPC-670 are not attached to the main mass, however these sections will remain in contact with RPC-670 unless manually removed, upon which the pieces animate themselves.

These animate pieces will remain animate until reconnected with the main mass. In addition to this, RPC-670 can replace lost mass within minutes, though no energy source from which to create this mass has been identified.

If any marine mammal is in close proximity, RPC-670 will swim to reach it, before attempting to absorb the animal into its body. Recorded instances show a growth of 0.39 m from consuming an Enhydra lutris1 to 31.7 m for consuming a Balaenoptera musculus2. RPC-670 is capable of absorbing other organic entities, but will not attempt to unless threatened.

RPC-670 is capable of consciously and unconsciously utilizing its oil contents to combust at any point in its body where these oils are concentrated. Occasionally, when put under stressful situations, RPC-670 will detach parts of its body to use as explosive devices.

The radius of the explosions left from RPC-670 are estimated to be from 10 to 25 meters, with recorded pieces of fragmentation arriving at 40 meters. Though this will cause heavy damage to RPC-670 itself, the damages as well as the oil are quickly regenerated, making continuous containment of RPC-670 difficult.

Addendum 670.01: Discovery

RPC-670 was first acknowledged after transmissions from the PCAAO were detected by the Authority. RPC-670 had apparently escaped from a Chinese outpost somewhere in the East China Sea.

RPC-670 later escaped into the surrounding ocean shortly after it had dispelled its PCAAO pursuers. The Authority subsequently brought in PCAAO members for questioning. They revealed that RPC-670 had been inadvertently created during the testing of another anomalous object, a boat which could supposedly extract resources from whales without killing them.

These vessels have not been sighted by Authority personnel as of yet, and it is believed that the PCAAO remains in possession of these vessels.

The Authority subsequently set out to recover RPC-670. The PCAAO also attempted this, however was unsuccessful. RPC-670 was found badly damaged on the outside of a deep oil rig, trying to absorb the Physeter macrocephalus3 residing in the depths.
