Containment Protocols: In agreement with the Anomalous Activities Committee of the United Nations, the Authority contributes data on RPC-679 to aid in suppression efforts. Particularly, RPC-679 phone numbers are to be collected for inclusion in classified national "no-call" lists, blocked by the majority of cell phones and landlines. Beneficiaries indicate favorable results from this collaboration.

Maintenance of live retrieved RPC-679 subjects is generally undesirable. Short-term medical intervention is permitted to enable questioning in cases requiring investigation.


Description: RPC-679 manifests as a delusory "personal lending business" in developed nations on a worldwide scale. The service cycles through a variety of commercial telephone numbers depending on location and to evade recognition; as of writing, ███ different numbers have been catalogued.

RPC-679 lacks any brand name or physical location. In order to spread knowledge of its existence, it temporarily hijacks public radio signals, overriding commercial blocks with specially crafted promotional content. One such aberrant transmission is attached below.

When the specified number is dialed, an apparent "operator" will greet the caller and prompt for a variety of personal and financial details, including the subject's full name, home address, and bank information. The exact purpose of these questions is unclear, as the responses provided seem to have little to no direct influence on RPC-679's functionality.

At the end of the call, the subject will be asked to state their desired loan. Once this is verified, they will be told that their application is "under review", at which point the operator will hang up. RPC-679 will no longer answer any further calls from the subject, even if they are made from a different number.

Soon after contacting RPC-679, the subject will begin to experience physical ailments, including fatigue, headaches, and shortness of breath. Subjects also report intense thirst. Within 5 hours, disorientation and pallor become evident; in actuality, blood is being sapped from the subject's body. Without constant blood transfusions to extend the subject's lifespan, death by hypovolemic shock is inevitable before 30 hours.

At this point, RPC-679 will begin to erase the subject's liquid assets. All physical currency held by the person will vanish. The subject's bank account(s) will be emptied through nearby ATMs; the currency withdrawn through these transactions is likewise lost.2 RPC-679 will also reclaim some of the individual's tangible assets, presumably those deemed to be of sufficient financial value. Frequently disappeared objects include jewelry, furniture, consumer electronics, and rare collectibles.

Some of the stolen items have been rediscovered in other individuals' possession. When questioned, these owners report having purchased them from pawn shops and other such secondhand marketplaces.


Addendum: ACI assets were alerted to a possible RPC-679 incident on February 15, 2012, after police carrying out a welfare check at the residence of Ms. Jayla Brooks reported that the subject's corpse was discovered lying in her bedroom with a characteristic absence of blood.

Unusually, one of the subject's molars had been forcibly removed by an unknown perpetrator. Internal Authority research determined this to have been the site of a dental implant received by the subject a few months prior.
