RPC Authority

Containment Protocols: RPC-706 is to be contained in a Type-03¹ Isolated Unit within Sector-γ, Site-113. In the event that RPC-706 breaches containment, immediate efforts must be made to locate its last known observer(s) and transfer them to Sector-γ. Only after a 168 hour period and confirmation of RPC-706's reappearance may on-site containment teams initiate search operations to locate and relocate it back to its containment unit.

Additional Containment Protocols: Sector-γ is accessible via Site-113's Administrative Elevator; it is to remain permanently sealed and physically isolated from all other on-site facilities. Sector-γ must be staffed exclusively by Category-5 Visually-Impaired (VIP) Personnel.² If not visually impaired, staff members must undergo two orbital exenteration surgeries prior to entry. All environmental navigation within Sector-γ is to be conducted using tactile markers, guiding rails, sound cues, and signals on braile.

Maintenance and care procedures for RPC-706 must be performed manually, with operational oversight provided by a communication team stationed off-sector. VIP-staff must remain on-site continuously, and are expected to work following a 7-day rotational schedule.³ Decontamination is mandatory at the end of each week.

Off-sector duty reintegration, must be requested and aproved by Site Director James H. Fields. The entry and exit to Sector-γ is permitted only under the following conditions:

• Complete decontamination of all personnel and equipment, including airborne particle filtration and the incineration of potentially hazardous material.
• Site Director approval.
• Verification that RPC-706 is still contained.

Failure to implement these protocols will result in a γ-Class Atropos-Disaster.⁴

Victim(s): 45 year old Victor Saxton, fisherman and sailboat captain.
Incident details: During the Great Storm of 1859 off the coast of Anglesey, Wales,⁷ wind velocities exceeding ~160 km/h (~100 mph) forced multiple vessels ashore at Port Wen. Whilst trying to secure his sailship at the port, Victor was impacted by the bow of one such vessel, fatally crushing him in the spot.
Notes: 7 days before the incident, Victor wrote the following entry on his journal: ''About 300 miles off shore, at sunset, I found a cat swimming by itself in the middle of nowhere. And the moment I blinked it vanished. I didn't know cats could make it this far out in the water''. As of now, this is the oldest mention of RPC-706 found so far.

Victim(s): 27 year old Nikolas Svenz, airplane technician.
Incident details: While swimming at a beach north of Spring Lake, New Jersey, Svenz went missing at 03:02 P.M. Three minutes later, his body was found washed up ashore. A subsequent forensic study concluded that he had been decapitated by a marine animal; the bite-marks and teeth imprinted on the body matched that of a Carcharodon carcharias.⁸
Notes: During an interview, Svenz' mother revealed that he had reportedly seen ''a vanishing black cat'' on Switzerland, just a week prior to traveling. As a result, Svenz inadvertenly brought RPC-706 into the American continent, where it has remained ever since.

Victim(s): 48 year old Lieutentant Jesse Simmons, police officer.
Incident details: Lt. Simmons had been bedridden since the 10th of February, at the ██ ██████ Hospital, in St. Louis, Missouri. At 06:08 A.M, two nurses were transporting him on a hospital stretcher. Upon entering the hallway elevator, the brakes malfunctioned, and the elevator plunged from the 15th floor into the ground. The impact severely injured both nurses, and killed Lt. Simmons via atlanto-occipital dislocation.⁹
Notes: On February 10, while having breakfast with his wife, Lt. Simmons sighted RPC-706 on his backyard. Later at 12:01 P.M, during an active shooting, he recieved two gunshots on the torso and head respectively. Notably, the bullets pierced his left lung, and significant brain tissue on the left hemisphere. In spite of this, Lt. Simmons remained alive (albeit comatose) up until his expiration date.

Victim(s): 12 children, ages 9-11; all elementary school students.
Incident details: During a tornado outbreak in Marshall County, Oklahoma, an F4 tornado deviated from its projected trajectory and impacted ███ █████████'s Elementary School. Debris generated by the storm obstructed egress points, preventing twelve children from evacuating their classroom. The structure was subsequently compromised when the tornado intersected the building, exposing the occupants to wind velocities exceeding 320 km/h. The children were vertically discplaced by ~400 meters, and their bodies were scattered within a 25km² area around the area of impact.
Notes: A week prior, the students informed their teacher of an RPC-706 sighting. Although the tornado outbreak claimed the lives of up >86 people, it is worth nothing that these were the only casualties confirmed within the school.

Victim(s): Lieutenant Sarah Wilson, 29 years old; and 13 officers and officials of ACI Unit Delta-02, ages 20-55.
Incident details: During a mission briefing, Lieutenant Sarah was giving a speech when RPC-706 unexpectedly entered her tent. The entirety of Unit-02 was exposed to RPC-706 simultaneously via visual contact with the anomaly and the recorded live feed. 7 days later at 20:15 P.M, during a mission on the border region of Kalapata, Tanzania, the unit encountered an innert Mi-24 helicopter gunship stationed in the middle of the dessert. Upon contact, communication was suddenly lost. Two days later, 4 partially-torn appart bodies were identified hanging from RPC-666. The rest of the team has yet to be found.
Notes: This is the earliest verified encounter with RPC-706 by Authority operatives. Notably, when the footage was reviewed, RPC-706 was absent from the recording.

Victim(s): 3 members of ACI Unit Delta-02, 21, 22, 19 years old respectively.
Incident details: All three officers had been sent to ███████, Arizona, 3 days prior to the recovery mission to investigate the previous encounter with RPC-706. At 10:15 A.M during a refuel stop, the squad inadvertenly drove into a gas station that had become an instance of RPC-111. While refueling, Officer Simon G. recieved a cognito-harzardous SMS text-message. Upon replying, the gas station exploded with a force of 3.4 kilotons, vaporizing the remaining members of Unit-02 instantly.
Notes: While there were no subsequent sightings in the african regions, RPC-706 was reportedly sighted by the local firemen and police department following the explosion. It is currently up to debate whether RPC-706 can choose its future location or not, in the case that it's sighted by multiple people.
