Containment Protocols: RPC-962 and RPC-962-1 are currently uncontained. Should RPC-962-1 initiate non-hostile contact with Authority field personnel, agents are to maintain a passive, non-confrontational attitude and await further orders. Any anomalous entities detained by RPC-962-1 and surrendered to field personnel are to be processed under standard intake protocols. If RPC-962-1 offers to assist the Authority in ongoing containment operations, the offer is to be declined immediately. Should RPC-962-1, or either of its known associates, display hostile intent towards Authority property or staff, its containment priority is to be heightened. Should containment efforts fail, a neutralization order is currently being considered.

Should any entities associated with RPC-962-1 be detained, any information pertaining to RPC-962-1 or its comrades are to be documented and investigated.

Description: RPC-962 takes the form of a solid red scarf, roughly 3 meters in length typically though it is able to extend itself to be a total length of 15 meters. While it visually resembles a non-anomalous scarf, its texture is similar to that of hardened cartilage. The item's host, designated RPC-962-1, is connected to RPC-962 at the back of its neck integrating its circulatory and nervous systems to the host's own. This allows RPC-962's excess material to be controlled by RPC-962-1 as separate limbs. These limbs are capable of moving with or without input from RPC-962-1, often moving to protect RPC-962-1 on its own¹ should they be unaware of, or unable to react to, any impending danger. Both testing and RPC-962-1 itself have confirmed that RPC-962 is non-sentient. RPC-962 is nearly indestructible, and has proven immune to gunfire, electrocution, blunt force, cutting, and burning.

RPC-962-1 is a 19 year old Japanese-American female named Chloe ██████-████. Prior to containment, RPC-962-1 performed acts of vigilantism against local crime. Other than being fused with RPC-962, RPC-962-1 exhibits no anomalous traits. RPC-962-1 requires a diet consisting of at least 5,000 calories per day in order to stay properly nourished. RPC-962 and RPC-962-1 have a symbiotic relationship, wherein RPC-962 is entirely dependent on the host organism for nutritional and caloric sustenance while RPC-962-1 benefits from RPC-962's physical capabilities.

Discovery: RPC-962 and RPC-962-1 were found in San Francisco, California after several reports of an individual fighting crime with a long bright red scarf that seemed to move on its own. The Authority sent out Agent Cassidy Moores, a former member of MST Sierra-10 "Mechanical Heart". RPC-962 had taken notice of Agent Moores' presence at some point during the night and led her to an abandoned warehouse. There RPC-962 confronted the agent. There was an altercation between the two of them, but Agent Moores eventually managed to subdue and contain RPC-962.

RPC-962-1 was in Authority custody for three months. It had cooperated with testing and containment procedures, even going so far as to offer to assist the Authority. This was taken into consideration by the Site-047 Director, however before the decision could be properly considered RPC-962-1 had escaped the site. See Addendum 962-3 for more information.

Interviewer: Officer Angel Folding

Foreword: After cooperating in containment for several weeks, but refusing to answer any questions, RPC-962-1 requested to speak with a staff member claiming to have a proposition. Officer Folding was chosen for this task.

RPC-962-1: So, you're the one in charge?

Off. Folding: I'm "in charge" of you, yes.

RPC-962-1: I said I wanted to speak with the one in charge.

Off. Folding: Well you see, they are quite busy. I'm sorry, but you'll have to accept things as they are. I'll be sure to pass your words along, however.

RPC-962-1: Fine, whatever.

Off. Folding: Now, what is it you wanted to talk about?

RPC-962-1: I'll make this simple. You can't take this thing off me with force. If you do, you'll kill both of us.

Off. Folding: By "us" you mean the scarf and yourself, correct?

RPC-962-1: The scarf, yeah.

Off. Folding: We won’t be attempting its removal. Since it's directly connected to your central nervous system, removing it at this point would be like removing one of your limbs. Extremely painful and it wouldn't solve anything.

RPC-962-1: Good. Then how about using me? I could join your side, fight for you. I know where to find other people like me.

Off. Folding: There are others?

RPC-962-1: <Looks at the room's camera, before looking back at Off. Folding> Well, kinda. Just a couple of people I ran into doing the same thing. I've only met a handful.

Off. Folding: Would you care to tell me where these individuals are?

RPC-962-1: That's the thing. I can't. One of them did this sorta mind-wipe thing. I know where to go, but I can't really explain where to go or what to do. I need to go in person.

Off. Folding: Interesting. And why are you offering this? One would think you consider these people allies.

RPC-962-1: Nah, if anything they get in the way. <RPC-962-1 looks up to the camera again>

Off. Folding: You keep looking at the camera. Why is that?

RPC-962-1: Kinda comes with the whole "masked vigilante hiding from the law" thing. It's like second nature at this point.

Off. Folding: Ah. <Off. Folding pauses for a moment> Well, while I have you, would you be willing to tell me where you found that scarf of yours?

RPC-962-1: <RPC-962-1 groans in annoyance, before sighing heavily> Fine. I bought it from some little old dude with big ears at the farmer's market.² I thought it looked cool so I bought it and put it on when I got home. Haven't taken it off since.

Off. Folding: Which farmer's market in particular?

RPC-962-1: The one in central Chinatown. Dunno if he's still there though. I tried going back after I couldn't take it off, and he wasn't there.

Off. Folding: Really now? It seems almost like-

RPC-962-1: Like a comic book, yeah. "The main character gets a magic item from a mysterious old dude. Tune in next week! Dun, dun, duuuuuun!"

Off. Folding: That’s not what I was going to say, but that description is apt enough. Well, I'll be sure to pass your offer on. In the meantime is there anything else you need?

RPC-962-1: Honestly, some pizza would be great.

Off. Folding: Remember you're in containment, not on vacation.

RPC-962-1: Yeah yeah.

Off. Folding: But I'll see what I can do.

Closing Statement: RPC-962-1 was returned to its containment cell without incident. As a reward for its compliance, RPC-962-1 was provided with a Little Ceasers' brand pizza.

Foreword: The interview was taken prior to testing, to gauge whether RPC-962-1 would be compliant.

Off. Folding: How was your pizza the other day, RPC-962-1?

RPC-962-1: It was alright.

Off. Folding: Well I'm glad you enjoyed it. Now-

RPC-962-1: <Interrupting> Must take a lot of the budget to keep the lights on here if all you could afford was Little Caesars, though. Unless you think I'm not worth the effort?

Off. Folding: <Clears throat> If you could refrain from interrupting. Onto today's subject. Testing.

RPC-962-1: Testing? Like, at school or something?

Off. Folding: More like physical testing. Your capabilities.

RPC-962-1: Wait, seriously? Like in the X-Men? What, do you have some sort of hologram combat emulator or whatever here?

Off. Folding: No, nothing of the sort. Just how strong that item around your neck is, and what your own capabilities are. So we can better contain you.

RPC-962-1: So you want me to help you keep myself locked up?

Off. Folding: Put simply, yes. But if you refuse, we'll have no choice but to make your containment procedures much more restrictive than they necessarily need to be.

RPC-962-1: <Crosses arms> So you're pretty much saying I don't have a choice.

Off. Folding: Well, you do. But I expect you'll make the correct one.

RPC-962-1: <Thinks for several seconds> Fine.

Off. Folding: Thank you. You'll be escorted there by security personnel. They've been told to use any means to keep you subdued, so please think before you act.

RPC-962-1: <RPC-962-1 rolls its eyes, raising its hands above its head in submission. It also waves the very end of RPC-962 within its restraints> Aye aye, captain.

Closing Statement: RPC-962-1 complied with security staff, allowing itself to be escorted to a secure testing chamber with no issues arising aside from its usual nonchalant and carefree backtalk. For the sake of transportation, RPC-962 and its restraints were placed on a cart that RPC-962-1 was allowed to push.

Test 962-A	RPC-962-1 was asked to strike a target with as much force as it could multiple times using RPC-962, until asked to stop.	The end of RPC-962's excess material curled to resemble a clenched fist, and was used to strike the target multiple times for two minutes.	RPC-962 was able to output a maximum of 5,423 Newtons of force,³ and appears to strike at upwards of 30mph.
Test 962-B-1	RPC-962-1 was asked to perform as many pull-ups as possible, without RPC-962's assistance.	RPC-962-1 displayed athletic ability, claiming to have been on its track team in high school before performing the assigned task.	RPC-962-1 performed 23 full pull-ups, and 3 partial pull-ups before expressing inability to continue.
Test 962-B-2	RPC-962-1 was asked to perform as many pull-ups as possible, with the assistance of RPC-962 used as a supplementary pair of arms.	RPC-962-1 cooperated, performing admirably and with little resistance.	RPC-962-1 performed 117 full pull-ups, and 6 partial pull-ups before expressing inability to continue.
Test 962-B-3	RPC-962-1 was asked to perform as many pull-ups as possible, using only RPC-962.	RPC-962-1 displayed annoyance at having to perform more pull-ups, but complied after a second prompt to begin. It made a sarcastic remark, which has been omitted from the document due to its fetishistic nature, once the test had been completed.	RPC-962-1 performed 73 full pull-ups, and 4 partial pull-ups before expressing inability to continue.
Test 962-C	RPC-962-1 was placed into a large, reinforced testing chamber with two CSD personnel, both trained in two separate martial arts,⁴ and ordered to fight the two at the same time.	To ensure the two CSDs full cooperation and effort, both were incentivized with a lessened sentence should they achieve victory. RPC-962-1 was told any manner of their defeat was grounds for victory, to which it replied with, "Unlike you guys, I don't kill. Watch and learn, noobs," Before beginning combat.	RPC-962-1's combat style makes proper use of itself and RPC-962 in tandem, seemingly self-trained in Sabei.⁵ RPC-962-1 uses RPC-962 in a defensive manner, using it to block or redirect many incoming attacks. RPC-962 only seems to retaliate with grabs, shoves, and the occasional physical blow. RPC-962-1 rendered the two CSDs unconscious and restrained with RPC-962 in 5 minutes and 43 seconds.

NOTE: While prepping for Test 962-D, RPC-962-1 was free within a holding cell, with RPC-962 unrestrained. At 3:15 PM the on-site security system was triggered by an unauthorized individual, who seemed to have the ability to dissipate into a gaseous form made of a mix of carbon dioxide, oxygen, and hydrogen based on residual samples found in RPC-962-1's holding cell. The individual, when solid, was completely naked though no gender was discernible. The following is a recording taken from RPC-962-1's holding cell. Log is compiled of cuts from several different security cameras throughout the site.

3:24 PM: RPC-962-1 abruptly turns around towards the door and looks up to the vent.

RPC-962-1: Took you long enough, Aer. You have any idea how damn annoying these Jailers are?

3:24 PM: An unknown individual, referred to going forward as POI-962-A, forms inside RPC-962-1's holding cell, sighs and crosses their arms

POI-962-A: "Yeah yeah, sorry. We had some trouble finding you, but Cryptid cracked 'em."

3:25 PM: RPC-962-1 crosses its arms, RPC-962 crossing over them.

RPC-962-1: "Well, you got a way out? I'm sick and tired of this damn jumpsuit."

3:25 PM: POI-962-A chuckles, beginning to change to their gaseous form starting from their feet.

POI-962-A: "Gimme a sec. I'll open the door. Go left, straight down the hall. I'll get the doors if you get the guards. You'll have thirty seconds, get ready."

3:27 PM: RPC-962-1 performed stretches while waiting. After approximately 2.5 minutes, the cell door is unlocked.

RPC-962-1: "Awesome. Let's go!"

3:28 PM: On-site security makes visual contact with RPC-962-1, setting off a containment breach alarm and moving in to engage. They give a verbal warning, ignored by RPC-962-1 who walks toward them and cracks its knuckles.

RPC-962-1: "Sorry fuck faces. I'm done following orders."

3:29 PM: An officer fires a warning shot, but RPC-962-1 is unphased, and continues walking forward. The squad leader issues a command to open fire, and the team fires tranquilizers at RPC-962-1 which are promptly blocked by RPC-962.

RPC-962-1: "Time for some fun, huh boys?"

3:30 PM: Using RPC-962 to launch itself down the hall, RPC-962-1 engages ASF forces showing a much higher affinity for close quarters combat than was shown in Test 962-C. Using RPC-962 to block incoming strikes and gunfire, RPC-962-1 dispatched all security personnel with relative ease.

3:35 PM: RPC-962-1 continues through the site, likely guided by POI-962-A, dispatching all security teams it encounters on its way out and even stopping to wave at Officer Angel Folding.

3:45 PM: RPC-962, RPC-962-1, and POI-962-A exit Site-047 and are surrounded by ASF forces. The two individuals raise their hands in surrender, moving slowly to their knees. RPC-962's excess material raises upwards fully, before curling in a way that makes it look as if it was holding up two middle fingers. This gesture is shared among both POI-962-A and RPC-962-1.

3:47 PM: ASF unit moves in to recontain RPC-962-1, but in a movement that could not be picked up by available security cameras, RPC-962 wrapped around POI-962-A. An object collided with the other end of RPC-962's still raised material mid-air. The object was moving at approximately 2,500 feet per seconds (762 meters per second), and swiftly carried the two individuals out of sight of security cameras.

AFTERWORD: Following RPC-962-1's escape, POI-962-A "Aer" and POI-962-B "Cryptid" were registered in the Authority's investigation index. The group is still at large. While both POI are largely unknown to the Authority, RPC-962-1's area of operation has been determined to be within Los Angeles.

NOTE: RPC-962-1 had remained at-large for just under a year, going undetected by the Authority. However, a sudden post to its personal Instagram page had notified Authority web crawlers. Agent Moores was dispatched alongside a small squad of MST Sierra-08 "Sundowners". Video and Audio obtained via bodycam worn by Agent Moores. Officer Angel Folding was overseeing the operation.

9:10 PM: Agent Moores is seen entering the warehouse specified, with the squad members of MST Sierra-08 remaining outside and surrounding the building.

Agent Moores: <Shouting> Well Chloe? I'm here.

RPC-962-1: <Chuckles, currently unseen> Shit, didn't think that'd actually work. Put your gun away, I'm not here for a rematch.

9:11 PM: RPC-962-1 descends slowly from the rafters, utilizing one end of RPC-962 as a tether. the other end of RPC-962 is wrapped tightly around a struggling figure.

RPC-962-1: Got something for ya.

Agent Moores: That's what your post said. Mind sharing?

9:12 PM: RPC-962 brings the struggling figure into view, unraveling and dropping the individual roughly.

RPC-962-1: I have him tied up and gagged. His voice does stuff to people, but only when they believe what he says. Fucker used it to convince a single mom he was her husband, caught him right as he was about to do some shit to her kid.

Captured Individual: <Muffled grunting, which RPC-962-1 responds to by kicking him in the stomach>

Agent Moores: Impressive. Do you mind?

RPC-962-1: Be my guest. Just don't get any ideas about taking me in.

9:15 PM: Agent Moores calls in two units to obtain the individual. RPC-962-1 steps back, allowing the action. RPC-962 wraps itself around RPC-962-1's neck, the two extended portions floating unnaturally.

Agent Moores: While I appreciate your compliance, I have to ask. Why me?

RPC-962-1: <A brief pause> I knew you could handle it, since you handled me. Simple as.

Agent Moores: And what now?

RPC-962-1: I'm hoping you'll let me go. So we don't have to go through the whole song and dance of my guys breaking me out again.

Agent Moores: You think I'm allowed to let that happen?

RPC-962-1: You might have been able to take me in a fight, but I know you and your toy soldiers can't catch me.

9:18 PM: MST forces properly secure and temporarily contain the individual, sending a signal to Agent Moores. The other MST units have taken position at every entrance and exit to the warehouse.

Agent Moores: Seems you're lucky, Chloe. You've been given permission to le-

RPC-962-1: <Interrupting> Yeah no, I'm calling bullshit. I'm not going anywhere 'til you and your guys leave. I have comms too y'know. Eyes everywhere, that sorta thing.

Agent Moores: I'm hoping we can do this peacefully. There doesn't need to be a fight.

RPC-962-1: But there will be if there has to be.

9:20 PM: MST units manning the back of the warehouse report a unit going missing. The reported missing unit then responds to the negative.

RPC-962-1: You're not the only one with resources. Let's just say your guys are gonna struggle to see anyone for a while.

Agent Moores: Chloe, I swear to god-

**RPC-962-1: Don't worry. They're not hurt. Cryptid just put a little spell on 'em. It'll wear off in an hour.

9:21 PM: More squad members report missing units, only for those units to report to the negative and insist the unit making the initial report is instead missing.

RPC-962-1: Have fun, Agent. I'll catch ya 'round. If I find any more troublemakers, I'll let you know. <RPC-962-1 begins walking away, waving goodbye to Agent Moores before disappearing into the shadows>

Agent Moores: Dammit. <Speaking into her voice comms> Attention, all units. Report to transport. Move slowly. Do not engage RPC-962-1. I repeat, do not engage.

AFTERWORD: It was found the entire squad had been affected by a Cognito-Hazard caused by POI-962-B, "Cryptid". This effect, while not inherently damaging, rendered affected personnel incapable of perceiving organic lifeforms. This effect lasted for exactly one hour, by which point both RPC-962-1 and POI-962-B had already escaped.
