The Civil Department is Site-070’s official representative, acting as the facility's judicial authority and administration. As the primary intermediary with the Authority, it oversees the transfer of research materials, logistical assets, documentation, and other critical resources.

Internally, the Civil Department manages Site-070’s organizational hierarchy and directs its diplomatic and operational relations. Owing to its high public profile and influence, it is widely regarded as the most corrupt division within the facility. Multiple investigations have confirmed that several of its members also hold senior positions within the Counsel Department.

█ Research Department

As Site-070’s largest division, the Research Department maintains the most direct and frequent contact with anomalies. All personnel in the inner-facility are active and contributing members of the Research Department.

Researchers operate with considerable freedom in their experimental methods, valuing documentation and records as a form of currency within the department. A distinct social hierarchy pervades the organization, where status and influence are determined not only by the significance of one’s findings but also by the lengths one is willing to go to obtain them.

Researchers in this department often experiment on themselves or on each other, taking advantage of the Scholar’s Influence as a protective buffer against both physiological and psychological harm. Notably, the harmful characteristics of anomalies are less potent within Site-070 than everywhere else; in some instances, this influence alters the anomaly so significantly that it exhibits properties entirely divergent from its source.

█ Engineering Department

The Engineering Department is the beating heart of Site-070, responsible for developing many of the Authority’s most advanced technologies. The Civil and Sustainment Departments dedicate the bulk of their logistical resources to sustaining its operations.

A defining characteristic of Site-070’s Engineering Department is its capacity to produce derivative replications of anomalies sampled within the facility. These “replicants” may manifest as mechanical, biological, or metaphysical constructs, each retaining the defining properties and behavioral characteristics of their source anomalies.

While most products provided to the Authority take the form of mechanical systems exhibiting diluted or partial properties of the original RPCs, some hybridized anomalies has been extracted. The creation of these "hybrid anomalies" involves the mixing and matching of various anomalous characteristics into a single entity, device, and/or system.

█ Suppression Department

Site-070 has no conventional weapons or ASF personnel. Instead, security and offensive force are delegated internally, resulting in the establishment of the Suppression Department: a paramilitary security division composed primarily of rotating Site staff.

This unit routinely deploys anomalous technologies and prototype systems as operational assets. The department is tasked with safeguarding personnel against internal and external threats, which include hostile anomalies and unauthorized incursions.

Personnel assigned to this department are identifiable by the complete concealment of their faces and the presence of a red armband worn on the right arm. Non-Site-070 Authority personnel are advised to avoid contact with members of the Suppression Department, as they have demonstrated extreme hostility toward external Authority staff, especially MSTs.

█ Sustainment Department

The Sustainment Department is Site-070’s operative body for the management of material resources and long-term operational viability. Its responsibilities include the oversight of energy production, food supply, maintenance schedules, janitorial operations, etc. Despite the mundanity of the Sustainment Department's tasks, they are the most secretive section of Site-070; both the OEaR and MST Oscar-6 have reported that direct sightings of its personnel are rare.

The Sustainment Department is suspected to be the largest division within Site-070, with total personnel numbers potentially exceeding all current Authority estimates. Internal documentation references the existence of infrastructure such as thermal reactors, agricultural installations, libraries, and a cathedral, none of which appear in the original architectural schematics or satellite imagery of the facility.³

█ Counsel Department

Also known as the Pupils of the Scholar, the Counsel Department functions as both the religious and ideological authority within Site-070. Its responsibilities extend beyond spiritual leadership to encompass the physical and psychological counseling of personnel, mediating interpersonal disputes, and ensuring the continued welfare and loyalty of the workforce.

The department holds the highest position within Site-070’s internal hierarchy, wielding influence over both operational and cultural policy. Many of its senior members are veteran researchers who have served within Site-070 for decades, possessing both extensive technical expertise and deep ideological alignment with the Scholar’s doctrine.
