Background Information:

Site-070 is a research division facility dedicated to the study and reverse-engineering of anomalies for practical application. Personnel assigned to Site-070 are granted unrestricted freedom to pursue any research and experiments of their choosing, free from the oversight and interference of the Authority. Throughout its operation, Site-070 has produced some of the most advanced technologies in the veiled world, pushing the Authority to the forefront of the technological arms race against rival governments.

The only mandate Site-070 is bound to is the prohibition against conducting experiments involving CSD-class personnel. To circumvent this restriction, researchers began conducting experiments on themselves to achieve results. This environment has also fostered frequent instances of self-endangerment among personnel in pursuit of research objectives, resulting in the highest rate of site fatalities per capita.1

The ACI has reported that Site-070 may extend beyond what can be seen. They allege the existence of an extensive substructure that has the potential to accommodate thousands of additional members. These claims remain unverified due to lack of evidence.


The Scholar's Influence:

Personnel bound by “Site-070’s contract” are subject to an anomalous cognitive influence that induces self-endangering behaviors that border on suicide. This property is known as the "Scholar's Influence".2

This influence is believed to induce progressive cognitive decline, frequently accompanied by episodes of acute psychosis. When coupled with unrestricted access to anomalous specimens for experimentation, the resulting instability poses a substantial threat to both Site-070 personnel and the surrounding environment.

Secondary effects include the development of a quasi-religious veneration for Site-070’s senior leadership and founding authority. Verified intelligence regarding the so-called “Pupils of the Scholar” remains minimal; no stationed personnel have been able to provide verifiable accounts of its doctrine, practices, or initiation rituals.

It is also possible that anomalous properties behave differently under this influence. The staff of Site-070 are known to have a symbiotic relationship with the anomalies they research; the two entities often rely on each other for support.

Recognizing the potential threat posed by inner-facility personnel to the Authority and the broader populace, OL-Site-070 and MST Oscar-6 "Unseeing" were established to mitigate risks associated with the uncontrolled activities of the inner-facility without entering the facility itself.


Authority Jurisdiction:

Site-070 is classified as an Authority facility as long as a representative from the Office of Ethics and Review (OEaR) conducts an annual inspection and submits an assessment report to the Presidium. Under these conditions, Site-070 remains under the Authority’s welfare and judicial protection.

Beyond the OEaR’s annual assessment, the Authority has no authorized means of acquiring additional intelligence on Site-070. Unauthorized entry into the facility constitutes a serious breach of protocol and is subject to severe disciplinary measures.

The Civil Department is Site-070’s official representative, acting as the facility's judicial authority and administration. As the primary intermediary with the Authority, it oversees the transfer of research materials, logistical assets, documentation, and other critical resources.

Internally, the Civil Department manages Site-070’s organizational hierarchy and directs its diplomatic and operational relations. Owing to its high public profile and influence, it is widely regarded as the most corrupt division within the facility. Multiple investigations have confirmed that several of its members also hold senior positions within the Counsel Department.

Garrisoned Forces (OL-Site)


ASF Response Team
Stationed in the wings of OL-Site-070-B, this containment force is tasked with the monitoring and security of Site-070 and its personnel. Should an inner-facility personnel or anomaly breach containment, they are to directly respond to MST-Oscar-6.

Oscar-6: ("Unseeing")
This mobilized unit specializes in the suppression of Site-070 personnel and in executing formal raids as ordered by the Authority.

November-7: ("Hammer The Gamma")
A section of this strike force is tasked with aiding Oscar-6 in the extermination of Site-070 staff members in case of an OUTSTANDING NEUTRALIZATION ORDER.
