Containment Protocols: Due to previous unsuccessful attempts to contain RPC-218, containment for RPC-218 has been determined to be impractical. All sensitive information pertaining to, or indirectly involving, RPC-218 is to be classified and expunged from public access, including Historical and current events. Field agents are prohibited from interacting or approaching the subject during ongoing observations.
Suspected incidents reported by any publicly available source are to be investigated. ASF Response Team "Observers" are to be dispatched and observe the subject. All documentation and imagery relating to RPC-218 are to be classified Level 4-A and above.
RPC-218
Description: RPC-218 is an unidentified Class IV traveler entity, seen in a 1950s-era suit with a fedora and black briefcase. The subject's anomalous nature is exhibited when an incident, often historic, occurs anywhere in the world. During such events, RPC-218 will instantaneously travel to that location via unknown means; hypothesized to be crossing the intervening space. The subject has been witnessed travelling and moving across multiple locations at the same time. One such instance was during a terrorist attack in London, known today as the 7/7 bombings, and an espionage scandal in Ottawa, in 2005.
During surveillance operations, RPC-218 has often been observed blending into crowds and traffic to evade field agents. These factors have caused issues with identifying and applying appropriate measures to the subject. Reportedly, the subject has been sighted holding a small leather notebook containing unknown symbols written on the back cover. In only two reported cases, the contents appear obscure and are written in an obscure dialect; hypothesized to be encoded cryptography that has yet to be fully deciphered. However, ACI analysts and cryptographers have decoded some of the sequences into translatable dates.
The nature of these dates does not appear to have any meaningful significance. Due to the anomaly's nature, the dates deciphered appear to be linked to known historical events, including previous sightings of RPC-218 (See Addendum 218.03). Further attempts to decode the notebook are currently ongoing.
Shortly after an incident at a Site facility in Switzerland, RPC-218 was identified (See Addendum 218.02).
Addendum 218.01: Discovery
In 1990, Authority Security Forces reported an unidentified person dressed in a black suit freely roaming around the facility without identification. A security team attempted to approach the individual but was unsuccessful after reporting that they disappeared upon contact. Shortly after this incident, RPC-███ breached containment and fled to Switzerland, resulting in [REDACTED] casualties. During recontainment operations, Mobile Specialized Team November-7 ("Hammer The Gamma") had reportedly encountered the same individual.
Site Director Howard Riley ordered a preliminary investigation into both incidents involving the individual, with initial inquiries believing that they had somehow caused the RPC-███'s containment breach. Due to classification restrictions, the nature of the investigation widened after former sightings were uncovered. Most had been discontinued due to inconclusive results or misperception of natural phenomena.
As of June, 1990, the unidentified individual was formally authorized for RPC classification.

Head Researcher Garner: (Looks over) You know what I've noticed, Maria? This guy has been here for quite some time. I mean, we're talking almost a century.

Head Researcher Garner: And hey, this must've been a nuisance for you and your team in compiling these old files spanning decades.
Dr. Maria: No sir. We're glad to compile and review the information on RPC-218. So far, we're not close to finding anything information-worthy about him.
Head Researcher Garner: Hmm. Don't overwork yourself, we'll find something in the future. Also, we've got confirmation from the Russians that they spotted RPC-218 over by St. Petersburg early this week.
Dr. Maria: (Sighs) And here I thought he's just some random person that we have to keep an eye on.
Head Researcher Garner: Nah. If he was a random person with no anomalous ties, we would've-
(Footage shows the office light's flicker rapidly and RPC-218 appearing at the office door)
Head Researcher Garner: What the— Security!
RPC-218: That won't be necessary, Mr. Garner.
Dr. Maria: Curtis? Is that you?
RPC-218: (Pauses) Who I am isn't important, but I have a message that I need to deliver to you.
Head Researcher Garner: What message?
RPC-218: A facility somewhere in the world will cause chaos in the Authority organization. A place you call fourteen will be the turning point for the veil world. Tread carefully, or else the world that placed trust in you will turn against you.
(Dr. Maria triggers the site's security alarm, causing Garner to look at Dr. Maria and back at RPC-218 to only disappear)
