Containment Protocols: All RPC-541 instances are to be interned in sites specialized in humanoid care and containment. As many instances of RPC-541 are under the age of 18, they are to be provided traditional K-12 education through on-site schooling, and undergo psychological testing to reduce the chance of conflict between instances. Each instance is also to be denied materials which allow for the creation of RPC-541-1 outside of testing or other pre-approved circumstances.
Individuals who cannot be safely bought into custody are to be kept under authority surveillance and given orders to not create instances of RPC-541-1 or transmit their status as an instance of RPC-541 through a splinter event on pain of reprimandation2. All instances of RPC-541 are to be monitored for a splinter event, and kept in isolation until the event ceases.
Despite conflicting opinions among Authority staff, the Office of Ethics and Review has rejected proposals to have adult instances of RPC-541 serve on Mobile Specialized Teams due to threats of veil security. However, instances may be allowed to partake in transport of construction materials and supplies, manufacturing operations or other aspects of the protection division that do not take place in the public eye at the discredition of site directors, if they are deemed to be of age for the respective field.
Description: RPC-541 refers both to an abstract memetic effect and the individuals who possess it. For the sake of clarity, the latter definition will be used throughout this document.
Instances of RPC-541 display the ability to construct anomalous vehicles and heavy machinery, henceforth known as RPC-541-1, out of unusual components, such as paper, cardboard, scrap metal, and plastic bottles, etc. Construction of RPC-541-1 is done through anomalous process, initiated by instances of RPC-541 entering a trance like state while in the accessible presence of materials they can use and a space large enough for them to construct. During this state, an instance takes material they can use, and pantomimes the use of construction tools or uses actual tools if they are available to modify the material into a desired shape. After completing a part of the machine, the instance will telekinetically levitate the part to the place they wish to add the part to. This process is repeated until the machine is complete, the instance is interrupted or they feel a need to stop. RPC-541 instances appear unable to describe their construction methods during this "fugue" state and appear to be unable to recreate any RPC-541-1 instance outside of it.
Though traits of RPC-541 and their ability to produce RPC-541-1 may vary, primarily in the materials they can use to construct and machines they can make, all instances share the following traits:
- All instances display tribalism between the main 2 strains. This ranges from subtle displays of distaste to even violent hostility depending on the individual. It is unknown if this applies to other strains, if they exist.
- All instances of RPC-541-1 that take the form of production lines do not appear to be able to do anything more advanced than current technology or more anomalous than running without a power source (though manufacturing materials still need to be provided). However, it is suspected that this may be disproven with time.
- Instances of RPC-541-1 seem to be unable to perform surgical procedures, regardless of their form or user.
- Instances of RPC-541-1 taking the form of humanoid robots display unusual fluidity of movement and reduced weight compared to what would be expected of a non-anomalous robot of their size.
- All instances seem to suffer varying symptoms from controlling too many instances of RPC-541-1 simultaneously, such as headaches, hallucinations, nausea, etc. Instances that specialise in the creation of factory production lines are least affected by this.
Additionally, traits that are common but not universal to instances of RPC-541 include:
- Most instances of RPC-541 may remotely command and control virtually any instances of RPC-541-1 they created, though it is noted that control becomes less fine and more difficult with distance from the instance and size thereof, eventually being unable to administer control when too far. Motor vehicles can be controlled from the furthest distance, with a record control distance of 2██ km.
- Though instances of RPC-541-1 constructed by a given instance of RPC-541 may sometimes function without internal mechanisms, other instances of RPC-541 may produce machines that don't, even if internal components may not resemble those of normal machines. Instances without internal components appear to be impaired by damage to areas that would possess components in the same fashion to varying degrees.
- Some instances of RPC-541 that are capable of making instances of RPC-541-1 in the form of vehicles that levitate some 2.5 feet off the ground on average.
- The resiliance of instances of RPC-541-1 may vary between instances.
Additionally, different strains of RPC-541 have been detected, showing varying characteristics.
Randomly and infrequently3, an instance of RPC-541 will begin to undergo a significant temporary state, commonly referred to as a "splinter event" by Authority personnel. During this time, the subject's eyes will completely alter themselves in color to a bright, solid shade, though no loss in sight is noted. An event will end by itself after 12 hours, as shown by authority testing. During this time, if an instance attempts to create RPC-541-1, they will find themselves constructing at a faster pace, which appears to hasten the end of a splinter event. However, if an instance of RPC-541 makes eye contact with a child below the age of 134 for a period of time roughly equating 2 minutes, the child in question will experience sensory hallucinations that vary based on their newfound prowess as an instance of RPC-541, and subsequently become a new instance, after which the splinter event will end prematurely. The length of time before the next splinter event appears to increase drastically if a given instance successfully completes a transmission, though exact estimations are unclear.
Splinter events which do not end prematurely due to spreading the status of being RPC-541 often lead to the instance gaining an increase in the maximum efficiency and capabilities of their forms of RPC-541-1, presumably in greater amounts when the instance spends the event creating RPC-541-1. Though no instance has been noted to be able to construct new types of machines or use new materials following a splinter event, researchers have not ruled it as impossible due to the recent discovery of RPC-541 and the age of most instances.
Amnestics have proven ineffective at reverting instances of RPC-541 to normal humans.
Discovery: On a deployment of MST Echo-9 ("Toy Soldiers") to the sighting of an instance of RPC-572-1/B, a peculiarity was detected. Attempts to apprehend the subject proved unfruitful when the subject escaped in an instance of RPC-541-1 taking the form of a "Batmobile" constructed from crude plastic, baseball-related paraphernalia and black paint, which then proceeded to drive off and crash onto a nearby sidewalk, injuring four civilians.
An instance of RPC-541-B then appeared, arriving in an instance of RPC-541-1 taking the form of a humanoid robot made out of cardboard, and proceeded to shoot large metal balls at the "Batmobile." The car was ran aground and both individuals were apprehended, and all other witnesses were amnesticized.
