Containment Protocols: Once a year, GD-OCEA "Silent Surfer" must be present on the open oceans of the Polynesian Triangle, board RPC-796, and prevent it from sinking. GD-OCEA sails with a consort of MST Alpha-1-OCEA “Davy Jones” every 22nd of November. This will cause RPC-796 to appear in the vicinity of MST Alpha-1-OCEA’s vessel, allowing GD-OCEA to enact a specialized protocol which has proven to deactivate the anomaly until the 22/11 of the following year. This has rendered RPC-796 virtually harmless. A research team is currently attempting to produce an individual capable of inheriting the containment role.

Description: RPC-796 is a seafaring vessel occasionally manifesting in Polynesian waters. It is morphologically dynamic; adopting its appearance from the available ships at its time of manifestation.
Historical documentation has revealed it to have appeared as (among other types): A cog in the 11th century, a carrack in the 14th, a galleon in the 16th, and a steamboat in the 19th. The earliest reference is an illustration on a clay shard found in modern day Tonga and dated to 1200 BC. It shows a prominent, broken waka canoe piloted by the mythological figure Maui, surrounded by smaller, sinking vessels.
Since painting the hull with the ship’s name became a popular practice during the 19th century, RPC-796 has appeared with the moniker of "Free Fellow". RPC-796 has, since 1993, manifested as a liquefied natural gas-powered cruise ship, the LNG Free Fellow.
Before GD-OCEA began suppressing RPC-796, it would sporadically appear in the vicinity of another vessel. RPC-796 would remain stationary while releasing a distress signal. The LNG Free Fellow would fire a flare and send radio communication to the target vessel consisting of the following repeating phrase:
IF A FELLOW SINKS - MAY THE TRAITORS DROWN
Surviving witnesses describe how RPC-796’s hull would begin to continuously degenerate, its funnel collapse, and other destructive patterns. This is despite the lack of obvious threats or dangers.
Simultaneously, a tychokinetic effect would influence the target vessel. This effect consists of a series of structural, navigational and/or mechanical failures invariably resulting in the ship sinking.
Confirmed locations of RPC-796 manifestation (1999).
Early operations attempted to heed RPC-796’s distress call, however these proved futile when a spatial anomaly prohibiting access to the vessel was discovered. Upon entering a 500 meter radius around RPC-796, it will become impossible to progress further, as any motion towards the anomaly will be ineffective in closing the distance.1
GD-OCEA, Silent Surfer, is discriminated against by RPC-796. Since 22/11/2000,2 GD-OCEA has yearly accessed and stopped RPC-796 from sinking, saving a great number of lives and allowing the anomaly to be taken outside the veiled world. The details of GD-OCEA’s protocol are limited to himself, MST Alpha-1-OCEA, and relevant researchers.
A Proposal For RPC-796 Research
RPC-796's zone of spatial instability can be used to align a transmitter and receiver a perfect kilometer from each other. This presents the possibility of precise measurement of RPC-796's interior. Rudimentary information concerning density and form, yes, but valuable data nonetheless. My team requests the funding needed to pursue this opportunity, as it may allow us to finally bring the ship inside the veil of secrecy.

Discussion: The report has been published in AnoRec,4 but I will summarize our findings here.
Though we failed to map RPC-796’s interior, we made another fascinating discovery. By analyzing an abnormality in the decay of muons traveling through the zone, it was determined that the spatial hazard is also temporal.
The native flow of time within the volume is standard; but foreign bodies entering the zone will cease to experience time linearly. Instead of moving forwards in the temporal dimension, they will be in a superposition of stillness and motion.
To understand how this manifests physically, we have chosen to describe the temporal axis within the zone not as a line, but as a vortex.
Objects experiencing time as a vortex will move down its spiral, but not forwards. The passage of time is therefore simultaneously paused, while still allowing change.
To concertize further, consider a foreign body entering RPC-796: It will be able to move and affect other objects, but as time moves as a vortex, the body will observe all other foreign bodies entering the zone, no matter if they enter now or a year later. The RPC-796 zone therefore acts as a confluence of time.
This describes why our equipment can’t enter the zone: a body moving slower than relativistic velocity stands no chance of transitioning between a linear and spinning timeline. The lack of time between makes the change itself, the transition, impossible. Our muons only managed due to a process akin to quantum tunneling.
Note: You have noticed we only describe foreign objects experiencing the temporal vortex. This is as RPC-796 as a whole ages normally, proved by its changing shape over naval epochs.
On Dec 13, 1999, New Zealand authorities received a call for help from a boat in the Polynesian Triangle. The captain identified himself as Anthony Anaru, a well known fisherman from American Samoa, and reported an RPC-796 sighting. American Samoa declared the incident a case of negligence, as Anaru, in lieu of protocol, departed without a companion vessel.5
The following is a transcript of the fisherman's sent message. It has been translated from Samoan.
PALMARA incident log, filed 29/12/2000:
On the 22nd of November 2000, RPC-796 exhibited strange behaviour. It manifested 10 miles northeast of Auckland, close to the cruise ship LNG PALMARA which had departed from Saipan. Neither vessel sank. The anomaly instead began to sail further east. The Authority was quickly alerted, and OCEACOM mobilized a fleet to investigate.
Extraneous material: During observation of the lifeboat, a high audio sensitivity drone picked up a faint vocal signal. Originally fragmented and incoherent, certain segments have been restored and are attached below.
Worry…run…forever…floating ghost…drown and drown again…paddle…you lost soul.
RPC-796 update 23/11-2007:
We’re requesting to reverse the reclassification of RPC-796. The OCEACOM satellite launched near the end of last year has recorded the LNG Free Fellow. It exhibited similar behavior as during the PALMARA incident, save for making it all the way to Maelstrom Tina before sinking. The ACI is planning to investigate the passengers aboard the target vessel of yesterday's manifestation, as they also survived.

Personnel Recruitment File 30/11/2007:
N: Ramon Aitoarii
S: M
DoB: 22/11/1981
H/W: 187cm/79kg
Background:
Residence: None. Travels with cruise ships to operate his business.
Education: Bachelors in Marine Science from University of Auckland.
Occupation: Operates a Zen Buddhist school exclusively found on various cruises. Runs it with 4 accomplices.
First contact:
The target vessel of the 22/11-2007 manifestation was registered under Mr. Aitoarii. A history was taken, and revealed him to be a survivor of the PALMARA incident, where he worked as a cleaner onboard. During the following interview, Aiotarii claimed to be able to prohibit RPC-796 from appearing except for on the 22nd of November each year.
Position:
Aiotarii will be recruited as a 2R member of the Congregance. A performance review will be scheduled for the 23rd of November 2008, in order to recognize the veracity of the RPC-796 claim.

The following is a recording of GD-OCEA on board a Davy Jones ship, preparing for an RPC-796 manifestation. After finishing a meditation session, one sailor asks the Director about initial containment, which caused the PALMARA incident on 22/11-2000.
GD-OCEA later recounted what RPC-796 uttered on the lifeboat:
