All staff given level-3 or above security clearance are to be made aware of RPC-899 and understand the role of level-4 and above personnel in identification of RPC-899-2 instances, transfer of instances to, and maintenance of RPC-899-1.

A team of no more than 15 senior researchers are to be personally selected and assigned to RPC-899 by Site-042’s director and are to remain as the sole on-site permanent staff.

Description: RPC-899 is a class-10 reality altering phenomenon localized within the boundaries of Authority Site-042, designated RPC-899-1. It is not yet understood how or when RPC-899 manifested, but research into primary memetic, technological, and gestalt triggers is ongoing and considered a significant priority. The phenomenon is characterised by the complete neutralisation of all anomalous properties held by certain objects and entities inside of its sphere of influence¹; this effect is limited to a subset of anomalous items and entities collectively designated RPC-899-2.

While no concrete shared history or function between instances of RPC-899-2 has been identified, it is generally understood that patterns seem apparent within RPC-899-2 instances that allow for their identification within the Authority’s RPC collection. These include, but are not limited to: a generally understood anomalous function², an ability to be reliably or feasibly transported to Site-042, and a lack of major significance to the Authority as a whole³.

Once an RPC-899-2 instance enters RPC-899-1 and becomes subject to the phenomenon’s sphere of influence, all anomalous effects are completely neutralized until such a time as the instance exits the phenomenon. As such, the Authority is committed to actively utilizing RPC-899 to contain identified RPC-899-2 instances and has repurposed Site-042 for this directive.

Containment Protocols: Due to the nature of RPC-899, active containment is considered detrimental to the core imperatives of the Authority. Efforts should instead be focused towards ensuring the continued function of RPC-899 into perpetuity, or until such a time that Authority research renders RPC-899 unnecessary.

Smokescreen Protocol 42-022 is to remain in effect for the foreseeable future, limiting full knowledge of RPC-899 to staff with security clearance below level-4. All staff given level-4 security clearance are to be immediately made aware of RPC-899 and tasked with identifying RPC objects under their administration as possible candidates for integration into RPC-899.

A team of no more than 15 senior researchers are to be personally selected and assigned to RPC-899 by Site-042’s director and are to remain as the sole on-site permanent staff. A team of exactly 90 Authority researchers are to be tasked with cataloging the construct’s visible components and identifying any that have been damaged or rendered inert through the continued function of RPC-899. All non-permanent personnel are to be cycled out bi-monthly, with class-B amnestics and standard record destruction applied upon cessation of their service on Site-042.

Description: RPC-899 is an anomalous construct centralised within Site-042, and extending approximately ███km along the Atlantic seaboard of the United States. Ostensibly built by the Authority⁴, the construct currently contains approximately 1453 anomalous objects and entities linked together by a complex variety of memetic, technological, gestalt and thaumaturgical methods, many of which are currently either too poorly understood to replicate or require materials for construction known only from their presence within RPC-899. No full schematic of RPC-899 exists, and much information regarding its exact functionality has been lost due to the significant passage of time between construction and re-acquisition by the Authority.

While the limited information regarding RPC-899, collected during the initial reclamation of Site-042, holds no explicit clues to the exact effects of the construct, several possible functions are speculated, including but not limited to; memetic properties⁵, the ability to cause significant alterations to baseline reality⁶, as well as some form of temporal displacement⁷. The continued activity within the components of RPC-899 implies that the construct is currently active and asserting its effects.

Despite lack of clarity on the function of RPC-899, surviving texts from Site-042 collectively cite the construct’s purpose as [DATA EXPUNGED]. This is considered a direct extension of the Authority’s central tenets, and by extension the continued function of RPC-899 is a concern of the highest priority.

Addendum RPC-899-A: Since re-acquisition of Site-042 and RPC-899 by Authority interests on ██/██/17██, approximately 261 component pieces have become inert or otherwise nonfunctional. In turn, 3██ anomalous objects and entities have been requisitioned from Authority inventories and successfully integrated into the main structure of RPC-899 as replacements.

By now I would hope you’ve gathered why we mislead our lower-clearance peers. To keep 899 functional requires a lot of moving parts, too many to hide from our own, and if we can explain it away while giving them all a little hope in the process, then I’d argue the deceit is worth it. Many of you will have noticed the little inconsistencies, or the strange tone that the lower clearance iteration of this document has- if you did, that’s probably why you’re here, reading this. The Authority needs the best, and you’re it.

Some amongst you may be wondering about the true importance of this construct; why we sink so much into something we barely understand. You’d be right to, many of us have and continue to question this, but there is one thing we know above all else: We built this to stop something. We pooled more knowledge and resources than we could ever dream of, all to put this thing together, and then turned it on at a massive cost to ourselves and reality at large. Whatever 899 does, we have to trust in ourselves- trust in all of you- that whatever we’ve done is for the good of humanity. The alternative is… well, I refuse to accept that there is one.

We are the Authority. You are the Authority. We do what we must, because we are the only ones who can.

Efforts should instead be focused towards obscuring knowledge of the construct within Authority ranks for as long as feasibly possible.

Smokescreen Protocol 42-001 is to remain in effect indefinitely, limiting full knowledge of RPC-899 to staff with security clearance of level-5. All staff given level-5 security clearance are to be immediately made aware of the true nature of RPC-899.

Containment beyond this is irrelevant.

Description: RPC-899 is an anomalous construct centralised within Site-042, extending approximately 35 km directly downwards and 2971 km along the Atlantic seaboard of the United States. The construct currently contains approximately 1453 anomalous objects and entities linked together by a complex variety of memetic, technological, gestalt and thaumaturgical methods, all of which are currently either beyond the scope of the Authority’s understanding and thus irreplicable, or require construction materials that are completely foreign to baseline reality. No full schematic of RPC-899 exists, and much information regarding its exact functionality has been lost due to the significant passage of time between activation and acquisition by the Authority.

While the limited information regarding RPC-899, collected during initial Authority acquisition of Site-042, holds few explicit clues to the exact effects of the construct, surviving texts from Site-042 collectively cite the construct’s purpose as initiating and maintaining a “CKK-Class Reality Shift Scenario⁸”; to the best of the Authority’s current understanding, the construct has been activated for this purpose, and will continue to maintain this effect as long as it remains functional.

Texts recovered from Site-042 detail an incomplete history of RPC-899, claiming its construction to be a cooperative effort on the part of several dozen groups not present in current baseline reality⁹ working under a compartmentalized range of half-truths and under partially fabricated situations, without full understanding of individual contributions' purposes or the overall goal. A single rogue collective, presumed to be the progenitor of the Authority in current baseline reality, is listed as being responsible for the design, complete construction, and activation of both RPC-899 and Site-042. Significant differences in central ideological tenets are assumed, given the nature of activating RPC-899 being fundamentally incompatible with the Authority's current interpretation of its ideological goals. For the sole surviving documentation from this collective not related to the technical aspects of RPC-899, see document 001-42.

Since reacquisition of Site-042 and RPC-899 by Authority interests on 12/04/1733, approximately 261 component pieces have become inert or otherwise nonfunctional. In turn, 383 anomalous objects and entities have been requisitioned from Authority inventories and attempted integration into the main structure of RPC-899 as replacements. No replacement components have thus far successfully integrated into the construct, and repair is assumed to be impossible under current Authority understanding.

Due to the poorly understood nature of RPC-899, estimation of a timespan for the cessation of its function is considered impossible, but inevitable.

Addendum:

In the name of our directives, of humanity, the Authority has done many great and terrible things- As have you, to be in a position to read this. To conceive of this device, to create it, and to use it… perhaps it is both of those things. Perhaps it is neither. I doubt we will ever know, nor should we rightfully wish to.

You should likely understand by now why we continued this charade, why we keep shipping abomination and tool alike down to Site-042 and proclaiming they are cogs, perfectly fitted into an incomprehensible machine. I would expect you to, given your status. So too must you understand what we have taken from Site-042, the model from which we plucked our designs, our containment facilities, our identity. You must know this.

You may ask, as we all do, what the purpose of it all is- why we continue with such an inescapable Sword of Damocles hanging above us all, above all the other hanging swords we lock in boxes or keep at bay with the flailing of torches in the darkness. The answer is different for all of us. Personally I prefer to trust in our mission and trust that, whatever their reasons or intentions, our progenitors gave us a chance to do what is best. Or, perhaps, we are doomed to fail and squander the chance given to us. I believe the choice is ours. Regardless of why we decide to continue, to accept the responsibility imposed upon us, there is a single inalienable truth that we must never forget.

We are the Authority. We do what we must, because we are the only ones who can.
